Initially, the project had 4 resettlement areas planned to be built along National Highway 279, however, when implemented, it was not feasible because it was located within the road safety corridor.

After reviewing the needs of the people and receiving the approval of the Provincial People's Committee, the People's Committee of Van Ban district directed specialized agencies and People's Committees of communes and towns to re-determine the needs and adjust the resettlement plan for the people.
Of the 26 households that must be resettled, package XL-01 has 2 households in Khanh Yen town and Lang Giang commune that will be relocated to the district's land fund.
Package XL-02 has 8 households in Lang Giang and Duong Quy communes, of which 2/7 households in Duong Quy commune have been resettled by the ministry, the remaining 5 households have agreed on the resettlement plan to the technical infrastructure construction project of route T1 in Duong Quy commune; 1 household in Lang Giang will be resettled in the land fund in Lang Giang commune or Khanh Yen town.

Package XL-03 has 16 households, it is expected that only 4 households will need resettlement, a reduction of 12 households because the households agreed to the plan to convert the land use purpose for the remaining land after recovery to residential land according to the land use planning, located in Minh Luong commune.
The route connecting Noi Bai - Lao Cai Expressway to Lai Chau belongs to the Northern mountainous provinces traffic connection project funded by the Asian Development Bank (ADB) and the Australian Government, the investor is the Ministry of Transport .
The route is 146.6 km long, starting at IC16 intersection of Noi Bai - Lao Cai highway, ending at Dong Phong ward, Lai Chau city, Lai Chau province. The section passing through Van Ban district is 64 km long, mainly following National Highway 279.
