According to the conference report, from November 15 to 23, Dak Lak province experienced exceptionally heavy and prolonged floods with unprecedented intensity. The province mobilized more than 7,500 military officers and soldiers; more than 5,800 police officers and soldiers along with thousands of specialized equipment and vehicles to rescue the people.
As a result, the forces safely evacuated more than 5,000 households with more than 19,000 people out of the danger zone; 100% of fishing boats (70 boats) in the affected area moved to safety.
Regarding the recovery work, by the afternoon of November 26, the power grid and communication systems (BTS stations) had been completely restored across the province. The Construction Department has urgently handled landslides, ensuring smooth traffic on key routes.

The central government has supported the province with 650 billion VND and 2,000 tons of rice; the Vietnam Fatherland Front Committee of the province has received and distributed goods worth more than 119 billion VND. The province has also received aid from the European Union (EU) and international organizations with hundreds of kitchen utensils, tents and clean water tanks for the people.
The Department of Agriculture and Environment (DARD) has mobilized 10 specialized garbage trucks from the western region to support the communes in the eastern region to clean up after the flood. The health sector has instructed to disinfect thousands of flooded wells to prevent epidemics.
Speaking at the conference, Provincial Party Secretary Luong Nguyen Minh Triet requested: Currently, the locality has passed the emergency response phase and moved to phase 2 of overcoming the consequences. This is an important political task, requiring the drastic participation of the entire political system from the province to the grassroots, instead of just focusing on the shock force as in the previous phase.

The Provincial Party Secretary requested the Department of Agriculture and Environment to preside over and coordinate with the police and military forces to mobilize maximum human resources and means (motor vehicles, machinery) to support localities in collecting waste and mud. The health sector must arrange medical staff and doctors to the grassroots level, ensuring a stock of medicine to handle health problems after the flood; it is necessary to immediately deploy mobile water filtration stations and provide water filtration equipment to people, ensuring that no one has to use polluted water sources.
The Department of Construction was assigned to immediately research a safe and effective "flood shelter" model for widespread application. At the same time, each commune must establish at least one construction support team to help people repair and rebuild their houses. The Department of Industry and Trade assessed the damage to businesses and proposed solutions to restore the economy, extend bank debt; research the organization of "zero-dong" markets or cheap goods supply points to support consumers...
To bring life back to normal soon, communes need to urgently repair damage at public administrative headquarters, ensuring that people's transactions are not interrupted. At the same time, localities must also strengthen propaganda to the people about disaster response work, as well as identify inaccurate information flows about the current flood situation.

Concluding the conference, Chairman of the Provincial People's Committee Ta Anh Tuan emphasized: The key task in the coming time is to continue supporting people to stabilize their lives in the short and long term; quickly restore production, especially in farming and aquaculture... At the same time, be ready to respond to storm No. 15.
According to the report of the National Center for Hydro-Meteorological Forecasting, storm No. 15 is developing complicatedly. The province requires departments, branches, communes and wards to absolutely not be subjective, strictly implement the motto "proactive from early, from afar". Owners of irrigation and hydroelectric reservoirs (especially in the downstream area of Ba River) are ordered to operate and regulate, bringing the water level to the flood-receiving level before 5:00 p.m. on November 27, 2025 to prepare flood prevention capacity. Border guards maintain duty, ready to fire storm warning flares and strictly prohibit boats from going to sea from 6:00 a.m. on the same day. At the same time, calculate plans to evacuate people, promptly advise the province on response plans, avoid being passive and surprised...
