Urgently clarify the cause and handle responsibility for the fire at the parking lot under Vinh Tuy bridge

(Chinhphu.vn) - Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 157/CD-TTg dated September 4, 2025 regarding the fire at the parking lot under Vinh Tuy bridge, Hanoi city.

Many motorbikes were left with only frames after the fire.

Telegrams sent to the Ministers of Public Security and Construction; Chairmen of People's Committees of provinces and centrally run cities.

The dispatch stated: At 1:00 p.m. on August 30, 2025, a fire broke out at the parking lot under Vinh Tuy bridge on the road leading to the bridge in Hong Ha ward, Hanoi city. The initial consequences were that over 500 motorbikes caught fire and there was a risk of affecting the structure of Vinh Tuy bridge.

There must be an immediate solution to ensure absolute safety of Vinh Tuy bridge project.

To clarify the cause, responsibility and promptly remedy the consequences of the above fire, and at the same time prevent similar incidents, the Prime Minister requested the Chairman of the Hanoi People's Committee to immediately review the licensing and management of parking lots in the above fire; clarify the cause of the fire; take measures to strictly handle the responsibilities of organizations and individuals (if any) related to licensing, management, measures to ensure fire prevention and fighting of parking lots under bridges, under roads and measures to ensure the safety of bridge works in accordance with the provisions of law.

The Chairman of the Hanoi People's Committee directed the City's specialized agencies, together with the Ministry of Construction , to inspect, evaluate and clarify the impact of the above fire on the quality and operational capacity of Vinh Tuy Bridge; immediate protective solutions must be taken to ensure the absolute safety of Vinh Tuy Bridge.

At the same time, direct the review of all parking lots in the city, especially parking lots under bridges and roads to take timely corrective measures in accordance with legal regulations, to prevent similar incidents like the above fire from happening.

Inspect and evaluate the exploitation capacity of Vinh Tuy bridge, report to the Prime Minister before September 15

The Prime Minister requested the Ministry of Public Security to direct the Hanoi City Police and relevant units to investigate the cause of the above fire; including clarifying the fire prevention and fighting plan to handle the responsibility of violating groups and individuals in accordance with the law.

The Ministry of Construction shall preside over and coordinate with the Hanoi People's Committee and relevant units to clarify the compliance with legal regulations regarding the operation of the above-mentioned parking lot; organize inspection and assessment of the impact of the fire on the quality and operational capacity of Vinh Tuy Bridge, and report to the Prime Minister the implementation results before September 15, 2025.

Check all parking lots under bridges and roads

The Prime Minister assigned the Chairmen of the People's Committees of provinces and centrally run cities to direct the review of all parking lots under bridges and roads in the area, take measures to rectify and strictly handle violations (if any) in accordance with the provisions of law; take full responsibility if there are illegal parking activities under bridges and roads that threaten the safety of road and bridge works in the area, report to the Ministry of Construction the review results for synthesis and report to the Prime Minister before September 30, 2025.
