Urgently clear vital traffic routes, proactively respond to storm No. 15

(Chinhphu.vn) - The Ministry of Construction has just sent an urgent dispatch to its units to urgently and synchronously deploy solutions to overcome the consequences of floods on main traffic routes, vital national highways and the North-South railway through the South Central region with a spirit of urgency, determination, and readiness to respond to upcoming floods, not to be passive or surprised.

Synchronously deploy solutions to overcome the consequences of floods, especially for locations with landslides, broken roads, and flooding on main traffic axes and vital national highways.

Currently, the rain has decreased and the flood has receded. To quickly overcome the consequences of natural disasters, restore traffic, ensure safety and smooth operation on North-South roads and railways according to the direction of the Prime Minister in Official Dispatch 227/CD-TTg and Notice 635/TB-VPCP dated November 23, 2025, the Ministry of Construction requests agencies and units to focus on implementing the following key tasks:

Urgently connect national arterial roads

Units continue to thoroughly grasp and strictly implement the directions of the Politburo , the Secretariat, the Government, the Prime Minister and the National Civil Defense Steering Committee on overcoming the consequences of floods in the South Central region. Focus on handling landslides, road breaks, and flooding on national highways, railways and main traffic routes, ensuring the fastest route clearance and proactively responding to the next floods.

The People's Committees of Gia Lai, Dak Lak , Khanh Hoa and Lam Dong provinces directed the Department of Construction to coordinate with functional forces to mobilize maximum human resources and means to overcome damage, ensure traffic safety, and prioritize road clearance for rescue and relief. Localities reviewed the need for materials, equipment and experts, compiled reports for the Ministry of Construction and the Vietnam Road Administration for timely support.

Khanh Hoa province in particular needs to proactively request Military Region 5 to support human resources, vehicles and equipment to blast rocks, clear obstacles, and soon open National Highway 27C, ensuring travel, transport of goods and rescue.

The People's Committees of Khanh Hoa and Dak Lak provinces urgently directed the investors of component projects 1 and 3 of the Khanh Hoa - Buon Ma Thuot expressway to inspect the entire construction site, promptly handle unsafe points, supplement the progress delayed by floods and develop a plan to respond to natural disasters in the coming time.

The Vietnam Road Administration directed Road Management Areas III and IV to coordinate with the Department of Construction of Khanh Hoa and Lam Dong to handle serious landslides on National Highway 27C, organize traffic flow and regulate traffic appropriately.

The Road Engineering Center sends staff to support localities in researching and proposing technical solutions to repair and reinforce structures damaged by natural disasters, ensuring suitability to the terrain and limiting recurrence.

Vietnam Road Administration proactively coordinated to provide spare materials such as steel cages, Bailey beams, DTDP-30 steel beams... Prioritizing arrangement for key locations that cause traffic congestion to quickly clear the route and stabilize the infrastructure.

After the route is opened, the Vietnam Road Administration and the Department of Construction will coordinate with the Institute of Transport Science and Technology to review and evaluate locations with frequent landslides, develop a long-term consolidation plan, and report to competent authorities to allocate resources for implementation.

Mass media agencies such as VOV, VTV, local radio and television stations need to increase information about traffic jams, landslides, floods and traffic control plans so that transport businesses and people can proactively travel.

Research and propose to competent authorities (if necessary) to consider declaring a natural disaster emergency as a basis for issuing an Emergency Construction Order to immediately organize the restoration of sections and blocks on the North-South railway line through the South Central region that are currently congested.

The Vietnam Railway Authority and Vietnam Railway Corporation shall promptly assess the damage and propose solutions. If necessary, report to the competent authority to consider declaring a natural disaster emergency to issue an Emergency Construction Order, creating a basis for immediate restoration of the blocked sections.

In case the budget for railway infrastructure maintenance in 2025 is not enough, Vietnam Railways Corporation will report to the Ministry of Construction to submit to the Prime Minister for consideration of support from the central budget reserve.

The Civil Aviation Authority of Vietnam directed port authorities and airlines to facilitate the reception of international aid to support people in disaster areas.

Project Management Boards 2, 7, 85 and the Railway Project Management Board urgently restore the construction site, reorganize construction of component projects, and at the same time inspect and review safety risks to promptly handle and have solutions to compensate for the progress caused by the flood. Continue to coordinate with localities in overcoming the consequences of the flood.

Project Management Board 85 presides over and coordinates with Lam Dong Department of Construction and the Department of Economics - Construction Investment Management to repair the incident at Mimosa Pass on National Highway 20, striving to open the route before December 1, 2025 and complete solidification before Lunar New Year 2026.

The Department of Planning and Finance coordinates with relevant units to review and synthesize funding sources to repair damage on national highways, expressways and the North-South railway; in case of lack of resources, the Ministry's staff will propose to the Prime Minister for support from the central budget reserve.

The Department of Transport and Traffic Safety summarizes and evaluates the work of responding to and overcoming the consequences of natural disasters in the past time, and reports to the leaders of the Ministry and the National Civil Defense Steering Committee.
