Foreign Minister Bui Thanh Son and Chinese Foreign Minister Wang Yi.
This is the first meeting between the two Foreign Ministers after the two countries upgraded their comprehensive strategic cooperative partnership and agreed to build a Community of Shared Future of strategic significance.
At the talks, in an atmosphere of sincerity, friendship and high trust, the two sides had in-depth and comprehensive exchanges of views on the bilateral relationship and international and regional issues of mutual concern, reaching many important common perceptions on measures to promote the implementation of high-level agreements and common perceptions between Vietnam and China.
On this occasion, Foreign Minister Bui Thanh Son respectfully conveyed the greetings of General Secretary Nguyen Phu Trong and key leaders of Vietnam to General Secretary and President of China Xi Jinping and senior Chinese leaders.
The two sides expressed their joy and agreed that, with the historic visits of General Secretary Nguyen Phu Trong to China in October 2022 and General Secretary and President of China Xi Jinping to Vietnam in December 2023, the Vietnam-China relationship has developed strongly and achieved important results, especially when the senior leaders of the two sides agreed to establish a new position for the bilateral relationship, issued a Joint Statement on continuing to deepen and elevate the Comprehensive Strategic Cooperative Partnership, and building a Vietnam-China Community of Shared Future of strategic significance.
The two Foreign Ministers affirmed the top importance of the Vietnam-China relationship in each country's foreign policy; stressed the need to strengthen coordination and effectively implement high-level agreements and common perceptions to continue promoting the healthy, stable and sustainable development of the bilateral relationship in the direction of "6 more".
On that basis, the two sides agreed to continue to maintain regular high-level exchanges and contacts, strengthen cooperation between the two Parties, coordinate to well organize high-level foreign affairs activities between the two countries in 2024, the 16th meeting of the Steering Committee for Bilateral Cooperation; coordinate to well organize dialogue mechanisms, exchange activities, and cooperation in the fields of defense-security and justice.
The two sides also agreed to promote and improve the effectiveness of economic and trade cooperation, especially giving high priority to promoting strategic connectivity in transportation, facilitating socio-economic exchanges between the two countries, as well as contributing to promoting cooperation between China and the Southeast Asian region.
The two Foreign Ministers agreed to strengthen people-to-people exchange activities, actively promote the long tradition of friendship of Vietnam-China relations as well as the achievements of innovation, reform and opening up of each country; promote exchange and cooperation mechanisms between localities of the two countries; continue to strengthen coordination and support each other within multilateral frameworks; continue to closely coordinate in the management and protection of land borders according to three legal documents on land borders and related agreements; actively open new, upgrade and recognize agreed pairs of border gates, as well as promote the construction of smart border gates.
Regarding maritime issues, the two sides emphasized the importance of seriously implementing the agreements and common perceptions of the high-ranking leaders of the two Parties and two countries on controlling and resolving disagreements; fully, comprehensively and effectively implementing the Declaration on the Conduct of Parties in the East Sea (DOC); and working with ASEAN countries to promote negotiations and soon reach a substantive, effective and efficient Code of Conduct in the East Sea (COC) in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Minister Bui Thanh Son suggested that the two sides promote economic and trade cooperation in a sustainable and balanced direction, and asked China to continue facilitating and increasing the import of Vietnamese agricultural products, creating conditions for the early establishment of a number of Vietnamese trade promotion offices in Chinese localities; actively removing obstacles in a number of industrial cooperation projects; speeding up railway connections in the northern provinces of Vietnam; expanding economic corridors in the "Two Corridors, One Belt" area extending to Chongqing, China; soon establishing a Working Group to promote tourism; increasing the exploitation of commercial flights; further promoting people-to-people exchanges, as well as between border localities of the two countries.
Comrade Wang Yi suggested that the two sides strengthen the strategic connection between the “Belt and Road” initiative and the “Two Corridors, One Belt” framework, promote economic, trade and investment cooperation; China will actively consider expanding the import of Vietnamese goods, agricultural and aquatic products; support road traffic connection, jointly build smart border gates between the two countries to facilitate customs clearance of goods; support strengthening cooperation in education and tourism; and coordinate more closely in regional and international multilateral forums.
Also on April 4, Minister Bui Thanh Son inspected the pilot operation of the Ban Gioc Waterfall Scenic Area (Vietnam) - Duc Thien (China).
