Ninh Thuan Nuclear Power Plant is a particularly important national project with an expected capacity of 4,000 - 6,400 MW and an operational phase of 2031 - 2035. To achieve the goal of completing the investment and construction work before December 31, 2030, and at the latest before December 31, 2031 to celebrate the 100th anniversary of the Party's founding and the 85th anniversary of Independence Day, the Prime Minister requested the synchronous and drastic participation of the entire political system, the consensus and high determination of the people, especially the people in the project area.
Identifying this as a particularly important task, during this time, Khanh Hoa province continuously organized working sessions to urge progress in compensation and site clearance for two nuclear power projects in Ninh Thuan.
According to a report from Phuoc Dinh commune, the Ninh Thuan 1 Nuclear Power Project needs to clear nearly 596 hectares, directly affecting 477 households with more than 2,000 people. By September 2025, the entire area of the factory area (449.37 hectares) and the resettlement area (65.62 hectares) has been inventoried.
For the resettlement area, the compensation plan has been posted for 72/91 cases, expected to be completed 100% before December 31, 2025. For the factory area alone, Khanh Hoa province strives to compensate, support and resettle about 500 cases, equivalent to 200 hectares, by the end of the year.
However, site clearance work still faces many difficulties due to land fluctuations, lack of specialized human resources, and legal problems related to planning and land use. People also proposed to increase the level of support to ensure fairness and reality.
“The workload is huge, both processing documents and addressing people’s concerns. Basically, people agree, hoping to soon settle down in a new place to give up land for the project. This is an important support for the commune to strive to complete the task,” said Mr. Tran Ngoc Binh, Chairman of the People’s Committee of Phuoc Dinh Commune.
Affirming that site clearance is the key step in determining the progress of the Project, Mr. Trinh Minh Hoang, Vice Chairman of Khanh Hoa Provincial People's Committee, requested the People's Committee of Phuoc Dinh commune and related units to urgently complete the resettlement area planning, thoroughly handle the existing problems in the 52-hectare area according to the inspection conclusion, and at the same time strengthen dialogue to create consensus among the people.
“Khanh Hoa province will focus resources, coordinate with localities to unify resettlement plans, publicize compensation policies, and promptly disburse allocated capital. The goal is to complete site clearance work in 2025 according to the Government 's direction,” said Mr. Hoang.
According to the leaders of Khanh Hoa province, the provincial authorities are continuing to research and propose mechanisms, policies and solutions to speed up the progress of compensation and site clearance for the project in accordance with the Law on Public Investment. At the same time, the Provincial People's Committee has just issued a plan to assign the authorities to urgently synthesize the contents and prepare the necessary conditions to organize dialogues with the people in the area to implement the projects in the coming time.
Recently, Khanh Hoa province proposed to add many new policies for the Ninh Thuan Nuclear Power Plant Project. These include exemption from forest conversion procedures in the construction of transport infrastructure; allocation of an additional 50% of public investment capital from the central budget; additional support for displaced people of 30 million VND/household; full and timely allocation of budget capital to ensure national defense, security and related tasks during the construction of the nuclear power plant in the period of 2026 - 2030...
