Survey on the implementation of policies and regimes at ethnic boarding schools

On August 18, the Ethnic Committee - Provincial People's Council organized a survey on the implementation of policies and regimes for teachers and students at Dong Hy Secondary Boarding School for Ethnic Minorities (Dong Hy commune) and Nguyen Binh Khiem Secondary Boarding School for Ethnic Minorities (Vo Nhai commune) from 2021 to June 2025.

According to the report at the meeting, from 2021 to June 2025, Dong Hy Secondary Boarding School for Ethnic Minorities has fully and promptly implemented policies and regulations for cadres, teachers, employees and students. Currently, the school has 44 cadres, teachers and employees (32 permanent, 12 contract) and 346 students, divided into 12 classes. The school's enrollment work is closely coordinated with the communes, ensuring enough quotas (in the 2025-2026 school year, 90 6th grade students have been recruited).

However, currently, some facilities are degraded, especially the accommodation system and living equipment; the regime for boarding service staff is still inadequate, affecting the teaching and learning conditions of the school...

For Nguyen Binh Khiem Secondary School for Ethnic Minorities, there are currently 354 students/12 classes, with enough teachers and staff as per the target. The school has been invested in relatively complete items: classrooms, subject rooms, multi-purpose hall, kitchen, dining room, dormitory, clean water facilities, equipment for studying and training.

Policies and regulations are implemented in accordance with regulations, contributing to improving the quality of education and student care. However, the school still lacks teaching staff and administrators, leading to teachers having to hold multiple positions; spending money on organizing ethnic cultural activities is still difficult due to the lack of specific regulations; at the same time, there is no guidance on funding for maintaining hygiene and protecting the health of boarding students.

The survey team acknowledged the efforts of schools in implementing policies, thereby contributing to improving the quality of education and creating a trustworthy learning environment for ethnic minority students. Recommendations on facilities, policies for contract staff and service staff were received for synthesis and reporting.

According to the plan, from August 18 to 25, the Ethnic Committee - Provincial People's Council will survey 13 ethnic boarding schools in the province. The survey results will be used as a basis to complete the report and advise on solutions to improve the effectiveness of policy implementation in the coming period.
