When Regulation 213-QD/TW comes into effect

(QBĐT) - Implementing Regulation No. 213-QD/TW of the Politburo on the responsibility of Party members (DV) who are working regularly to maintain contact with the Party organization and the people where they reside (Regulation 213), in recent times, the team of Party members working and participating in activities at residential area Party cells in the province has always maintained close contact with the Party organization and the people where they reside, setting an example in all work, and actively contributing to local activities.

From the bright spots

The Hung Phu residential group Party cell, under the Quan Hau town Party Committee (Quang Ninh), has 165 Party members currently working and participating in activities according to Regulation 213 (abbreviated as Party 213). In order to ensure close connection with the residential area, over the years, Party members 213 of the cell have always promoted a sense of responsibility and made many positive contributions to the common activities of the residential area. Not only fully and seriously participating in regular meetings and other meetings convened by the local Party Committee, they also actively propose solutions for socio -economic development, building cultural residential areas..., contributing to changing the local appearance.

Secretary of Hung Phu Residential Area Party Cell Nguyen Trong Doanh said: “The cell currently has 105 Party members and 165 Party members of 213. Not only is the number large, the quality of Party members of 213 is also high and even. Every year, the cell organizes 2 Party members of 213 to discuss the socio-economic development situation, local emulation movements and listen to Party members of 213 give advice and contribute to building residential areas. All activities and movements launched by the locality are actively participated in by Party members of 213. The relationship between Party members working and the Party Committee of their place of residence is therefore very close and intimate. The results of 3 consecutive years of Hung Phu Residential Area Party Cell successfully completing its tasks have had no small contribution from Party members of 213”.

As a member of Party Cell 213 of Nam Son Village, Mai Hoa Commune Party Committee (Tuyen Hoa), Ms. Nguyen Thi My Loi is considered one of the enthusiastic, energetic members with many contributions in the locality. As Vice Principal of Lien Son Primary School, she is busy with work but has never been absent from any Party cell meeting in her residential area. She is also always an exemplary leader in propaganda work, mobilizing members and people to participate in local movements and activities.

“Whenever the Party cell initiated or launched a movement or activity, Party member My Loi always arranged the work and actively participated. With his skillful mobilization skills, he contributed to changing the awareness of many Party members and the masses in joining hands to build a new countryside and maintain security and order in the area. It is worth mentioning that in Nam Son, there are many active and enthusiastic Party members of Unit 213 like Comrade My Loi. The practical contributions of the Party cell of Unit 213 have contributed significantly to helping the Party cell successfully complete its assigned political tasks,” Mr. Doanh further emphasized.

In reality, the contents of Regulation 213 have been concretized and put into practice in many grassroots party organizations in the province. By connecting with residential party cells, many residential party cells have improved their leadership capacity and fighting strength. Outstanding and exemplary collectives and individuals of 213 Party cells such as Hung Phu Residential Party Cell (Quan Hau town), Party cell Nguyen Thi My Loi in Nam Son (Mai Hoa commune)... have contributed to affirming that.

Connecting party members and people

At the Hien Ninh Commune Party Committee ( Quang Ninh ), 186 Party members of 213 always fully and seriously implement the Party's guidelines and policies, the State's policies and laws, and local village conventions; regularly contribute to building their homeland...

Through our research, we found that Regulation 213 has created many positive changes in improving the quality of Party members living in their residential areas, as affirmed by the Head of the Organization Committee of Quang Ninh District Party Committee, Dang Van Binh: “The 213 Party members in the district basically strictly maintain contact with the Party Committee of their residential areas and actively participate in political tasks in residential areas. The relationship between Party members working with the Party Committee, government, organizations and people of their residential areas is increasingly close. The vast majority of Party members are commented and evaluated positively by the Party Committee of their residential areas…”.

On January 2, 2020, the Politburo issued Regulation No. 213-QD/TW on the responsibilities of Party members who are working regularly to maintain contact with the Party organization and the people in their place of residence. The regulation has 5 articles, including: Responsibilities of Party members who are working and of grassroots Party organizations; tasks of Party members who are working at their place of residence; tasks of grassroots Party committees where Party members are working; tasks of Party organizations where Party members are working and residing; and implementation.

These are positive signals in the implementation of Regulation 213 in Quang Ninh district in particular and the whole province in general. To implement the regulation, the Provincial Party Standing Committee has directed Party committees at all levels to disseminate and deploy to cadres and Party members to raise awareness, role and responsibility in maintaining contact with Party organizations and people in their residential areas.

The inspection, monitoring and grasping of the situation of Party members performing their duties at their place of residence has been well implemented by grassroots Party committees in coordination with local Party committees. Every year, before evaluating and classifying Party members, electing, appointing, reappointing cadres, planning, transferring official Party members, etc., Party committees always seek comments and assessments from Party cells where Party members reside. From there, a cooperative relationship between the two Party committees in Party management has been built, helping to make the evaluation of cadres and Party members more comprehensive and accurate.

Currently, many Party committees at residential areas strictly maintain the regime of working with Party members twice a year; effectively carry out the work of managing, monitoring, and grasping the situation of Party members at residential areas; at the same time, regularly create conditions for Party members to have close ties with the Party committees, be close to the people, and actively participate in local movements and activities...

However, the implementation of Regulation 213 still has some shortcomings and limitations. That is, in some places, the 213 Party Committee activities are only held once at the end of the year; the number of Party Committee members participating in the meetings is not enough; the content of the activities of some Party cells is still formal, not specific, practical, focusing on meetings, encouraging material contributions; Party Committee members rarely give opinions, and are not really interested in local affairs. In addition, the situation where the Party Committee of the place of residence is still respectful when evaluating and commenting on Party Committee members working in the area is quite common...

To continue to seriously and effectively implement activities according to Regulation 213, in the coming time, Party committees and organizations at all levels need to consider maintaining contact with Party cells and grassroots Party committees and exemplary performance of tasks at the place of residence as one of the key and regular tasks, and as a criterion to evaluate the quality of Party organizations and Party members annually.

In addition to creating conditions for Unit 213 to have regular contact, the Party Committee where the Unit resides needs to pay attention to properly implementing regulations on living regime, arranging appropriate time and place for activities for the Unit to fully participate; promptly notify the Party Committee and authorities where the Unit is working about Unit members who have not strictly complied with regulations so that corrective measures can be taken. The Party Committee's assessment and comments on Unit members need to be objective and substantive, avoiding favoritism and avoidance, because this has a decisive meaning for the quality of assessment of cadres and Unit members at the workplace...
