Construction of Lao Cai - Hanoi - Hai Phong railway to start in December 2025

The Government requested to start construction of the Lao Cai - Hanoi - Hai Phong railway in December 2025.

This is an important inter-regional railway line, with a total length of more than 403km, passing through 9 provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh , Hung Yen, Hai Duong and Hai Phong. The line starts at the rail connection point across the border between the new Lao Cai Station (Lao Cai City) and Ha Khau Bac Station (China); the end point is at Lach Huyen wharf area, Hai Phong City. The total investment of the project is about 194,929 billion VND, equivalent to 8 billion USD.

The Government requested to apply specific, special policies for this project, similar to the mechanism approved by the National Assembly for the North-South high-speed railway project. The Ministry of Construction was assigned as the managing agency, coordinating with relevant ministries, branches and localities to organize the preparation, submit to the Prime Minister for approval and implement the project on schedule.

Specifically, the progress of implementation of the required tasks is as follows:

• In May : complete the procedures for approving the technical support project, select a consulting contractor to conduct the survey, prepare a feasibility study report; at the same time, carry out the work related to the procedures for appointing a contractor for the general technical design consulting consortium.
• From June : conduct survey, prepare and approve technical design, overall technical design (including estimate).
• In July : Coordinate with the Chinese side to negotiate and sign an agreement to build a joint bridge in the border area; strive to complete the feasibility study report and carry out related work.
• In August : complete the feasibility study report for the State Appraisal Council to submit to the Prime Minister for approval.
• December 2025 : organize contractor selection for project implementation phase, sign contract and start construction.

The project is expected to create a breakthrough in international transport connectivity, contributing to improving transport capacity, promoting socio-economic development, especially the logistics industry in the northern localities.
