The reorganization of administrative units at district and commune levels is a major policy aimed at rationally organizing administrative units at all levels in accordance with the reality and development trends of the country. Thereby, ensuring a streamlined political system that operates effectively and efficiently; contributing to promoting all resources to promote socio-economic development.

The report of the Ministry of Home Affairs sent to the National Assembly at the Seventh Session also stated that currently, 53 provinces and cities have completed the overall plan for the rearrangement of district and commune-level administrative units in the 2023-2025 period. The total number of district-level administrative units to be rearranged is 49, with an expected reduction of 13 units after the rearrangement. For commune level, the total number of commune-level administrative units to be rearranged is 1,247, with an expected reduction of 624 units after the rearrangement.

Compared to the period 2019 - 2021, the period 2023 - 2025 will have a large number of surplus assets, finances, and headquarters after the rearrangement. And the number of surplus cadres, civil servants, and non-professional cadres at the commune level in this period is also very large, estimated at 21,700 people. It cannot be denied that the rearrangement of administrative units is a difficult task. It is difficult because of the "fear of change" mentality of people who have been attached to these administrative units for a long time, because of cultural traditions, because of the village community spirit deeply ingrained in the subconscious of the people. It is difficult because the rearrangement also means that a number of cadres and civil servants will be redundant. Accordingly, determining who will be redundant and what the policies will be is also a big challenge. Not to mention the difficulty in handling surplus assets and headquarters after the rearrangement.

Also because of many difficulties, obstacles and these "invisible barriers", the arrangement of administrative units in recent times has been delayed in some places.

Resolution No. 35/2023/UBTVQH15 of the Standing Committee of the National Assembly (UBTVQH15) on the arrangement of district and commune-level administrative units for the period 2023 - 2030 clearly stated that when developing a project to arrange district and commune-level administrative units, the provincial People's Committee must direct the review and plan for the arrangement and assignment of tasks to cadres, civil servants and public employees in accordance with their job positions, clearly identify the number of redundant cadres, civil servants and public employees associated with the implementation of staff streamlining. Based on the overall plan to arrange district and commune-level administrative units of the locality, the provincial People's Committee shall make a list and plan for handling the headquarters and public assets of local agencies, organizations and units under its management, attached to the project.

Regarding this issue, Secretary General of the National Assembly Bui Van Cuong has just announced the Conclusion of the Standing Committee of the National Assembly on the arrangement of administrative units at district and commune levels for the period 2023 - 2025. Accordingly, the Standing Committee of the National Assembly requested the Government to continue directing ministries and branches to urgently synthesize and review difficulties and problems of localities in the process of developing the Project on the arrangement of administrative units at district and commune levels; promptly guide and resolve according to authority to simplify administrative procedures, reduce the time for implementing processes and procedures related to administrative unit arrangement to soon complete the Projects on administrative unit arrangement at district and commune levels for the period 2023 - 2025 to submit to the Standing Committee of the National Assembly for consideration and decision in 2024. For contents that need adjustment and guidance different from the resolutions of the Standing Committee of the National Assembly on urban classification, on standards of administrative units and classification of administrative units, the Government is requested to promptly complete the dossier, submit to the Standing Committee of the National Assembly for consideration and promulgation of resolutions according to shortened procedures.

This shows that the arrangement of administrative units always receives close attention, especially from the Standing Committee of the National Assembly. The Standing Committee of the National Assembly is ready to listen and resolve practical difficulties to create conditions for the Government and localities in directing and implementing the arrangement of administrative units to achieve the highest efficiency.

The policy on the arrangement of administrative units is clear. The number of units to be arranged has also been quantified by specific numbers. The speed of implementation, on-time completion or not depends on the direction of the Government and the coordination of implementation of ministries, branches, and localities, especially the determination of local leaders in implementing this task.
