No corruption, negativity, or waste in implementing nuclear power projects

The Government Office has just announced the conclusion of Deputy Prime Minister Bui Thanh Son at a meeting to listen to reports on the implementation of resettlement and site clearance projects for the Ninh Thuan nuclear power plant project.

Previously, on July 24, Deputy Prime Minister Bui Thanh Son led a central working delegation to inspect the field and visit people's lives in the planning area for the Ninh Thuan 1 Nuclear Power Plant project (Vinh Hai commune) and Ninh Thuan 2 (in Phuoc Dinh commune, Khanh Hoa province).

Review total capital for resettlement and site clearance

Deputy Prime Minister Bui Thanh Son requested the Steering Committee for the construction of the nuclear power plant to actively coordinate with the Central Propaganda and Education Commission and the local Propaganda and Education Commission to develop a propaganda plan and strengthen the coordination mechanism in information and propaganda so that people in the project construction area understand and support it.

The Ministry of Industry and Trade proactively coordinates with ministries, agencies, Vietnam Electricity Group and Vietnam National Energy and Industry Group to actively negotiate with partners intergovernmental agreements on investment cooperation in Ninh Thuan nuclear power plant projects.

In particular, strive to complete negotiations for the Ninh Thuan 1 Nuclear Power Plant project in August 2025, and the Ninh Thuan 2 Nuclear Power Plant project to be completed no later than May 2026. At the same time, the Ministry of Industry and Trade will preside over and coordinate with the Ministry of Justice, Khanh Hoa Provincial People's Committee and relevant agencies to carefully review issues that need to be adjusted.

If necessary, report to the Prime Minister for submission to competent authorities for consideration and decision, ensuring compliance with Resolution No. 190/2025 of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus.

Deputy Prime Minister Bui Thanh Son also requested the Ministry of Science and Technology to urgently coordinate with relevant ministries and agencies to review legal regulations, the latest safety guidelines of the IAEA and international regulations and practices, and unify regulations on safe distances for residential areas; if necessary, study and amend Circular No. 13/2009 according to authority, to be completed in August 2025 to guide the People's Committee of Khanh Hoa province to implement.

The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Justice, the Ministry of Industry and Trade and the People's Committee of Khanh Hoa province to review the legal basis and submit to the competent authority to decide on the abolition of Decision No. 1504 dated August 28, 2013 of the Prime Minister on the mechanism and policy of compensation, support for migration and resettlement of the Ninh Thuan nuclear power project.

The Ministry of Finance shall preside over and coordinate with the People's Committee of Khanh Hoa province to review the total capital for resettlement, resettlement, and site clearance for Ninh Thuan nuclear power plants, propose central budget support, and report to the Prime Minister before August 10, 2025.

In addition, the Deputy Prime Minister also requested the People's Committee of Khanh Hoa province to strictly implement regulations and instructions of competent authorities to ensure the highest safety for people.

Strengthen inspection and supervision to prevent corruption, negativity, and waste, and ensure that people moving to new places of residence must have a stable life with the principle of being better than or equal to their old place of residence.

Mr. Son requested Vietnam Electricity Group and Vietnam National Energy and Industry Group to urgently complete the pre-feasibility study report on nuclear power plant construction investment projects to submit to competent authorities for adjustment of investment policies (Ninh Thuan 1 Nuclear Power Plant project in September 2025; Ninh Thuan 2 Nuclear Power Plant project no later than June 2026).

Closely coordinate with Khanh Hoa Provincial People's Committee to do a good job of site clearance and resettlement for Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plant projects.
