Streamline, improve operational efficiency and effectiveness

On the morning of December 6, the Ministry of Labor, War Invalids and Social Affairs (MOLISA) held a conference to disseminate and implement Conclusion No. 09-KL/BCĐ of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the 6th Central Conference, term XII. Minister Dao Ngoc Dung chaired the conference.

Speaking at the Conference, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung shared that recently, the Politburo decided to promote innovation and reorganize the political system to streamline and improve effective and efficient operations in accordance with the spirit of Resolution No. 18-NQ/TW of the 6th Central Conference, 12th tenure.

The Minister also said that, based on practice, the Central Committee has identified major goals in implementing Resolution No. 18-NQ/TW such as: continuing to streamline, improve the effectiveness and efficiency of Party and State agencies; improve the quality of the apparatus' operations; save costs, strongly and gradually transform to autonomy, and proactively rearrange the internal structure.

Citing the direction of General Secretary To Lam, the Minister emphasized that the work of innovating and rearranging the organization of the political system to streamline and improve effective and efficient operations this time is "a revolution".

The Ministry of Labor, Invalids and Social Affairs is one of the ministries and branches included in the plan for arrangement and consolidation according to the proposed plan. The Minister assigned the staff units to urgently implement tasks related to the organization and arrangement of the Ministry's workplace after the consolidation of the agencies.

Sharing with the cadres, civil servants, public employees and workers of the entire Ministry, Minister Dao Ngoc Dung encouraged: "Cadres, civil servants, public employees and workers of the Ministry of Labor, Invalids and Social Affairs must try their best to complete all assigned tasks."

The Minister also requested that each agency and unit under the Ministry must stabilize its organization, maintain discipline and principles, and continue to perform its work well. In particular, the role of the unit leader must be to do a good job of ideological work with subordinate cadres and party members, maintain solidarity, and complete tasks well.

Agencies and units need to ensure that their tasks and work are done, policies need to be fully implemented, and attention must be paid to taking care of the poor and those with meritorious services during Tet. The Minister emphasized the requirement to "not allow laxity, lack of responsibility or distraction in work".

In addition, each agency and unit also needs to seriously comply with the Central's instructions on reorganizing, streamlining and transferring the apparatus in a spirit of self-awareness, joy and exemplary conduct during the implementation process.

Plan to streamline and streamline the Government apparatus

After the arrangement and merger, the Government's apparatus will be reduced by 5 ministries and 4 government agencies. Thus, the Government's apparatus will be streamlined from 30 to 21 focal points (9 focal points reduced), including: 13 ministries, 4 ministerial-level agencies and 4 government agencies.

Merge the Ministry of Planning and Investment and the Ministry of Finance. The proposed name of the ministry after the arrangement is the Ministry of Finance and Development Investment or the Ministry of Economic Development.

Merge the Ministry of Transport and the Ministry of Construction. The proposed name of the ministry after the arrangement is the Ministry of Infrastructure Development or the Ministry of Transport and Urban and Rural Construction.

Merge the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development. The proposed name of the ministry after the arrangement is the Ministry of Agriculture and Natural Resources and Environment.

Merge the Ministry of Information and Communications and the Ministry of Science and Technology. The proposed name of the ministry after the arrangement is the Ministry of Science, Technology and Digital Transformation or the Ministry of Science, Technology and Communications.

Merge the Ministry of Labor, Invalids and Social Affairs and the Ministry of Home Affairs into the Ministry of Home Affairs and Labor and transfer the state management function of vocational education to the Ministry of Education and Training, and transfer the state management function of social protection, children, and prevention and control of social evils to the Ministry of Health.

The Ministry of Health will take over some tasks of the Central Health Care Protection Board (when this Board ceases its operations). It is expected to take over state management of: social protection; children; prevention and control of social evils from the Ministry of Labor, Invalids and Social Affairs.

The Ministry of Foreign Affairs takes over the main tasks of the Central Foreign Affairs Commission and the National Assembly's Foreign Affairs Committee when these two units cease their operations.
