Minister of Finance Nguyen Van Thang has just signed and issued Document No. 195-CV/ĐUBTC-QLCS to the Party Secretaries of ministries, central agencies and Provincial and Municipal Party Secretaries on reviewing, arranging, relocating, and handling headquarters, public assets and reviewing projects, works, and headquarters under construction or approved for investment policies that are affected by the arrangement, streamlining of the apparatus, and arrangement of administrative units.

Accordingly, the Minister requested the leaders of the units to direct the completion of the general inventory of public assets according to the Project approved by the Prime Minister in Decision No. 213/QD-TTg dated March 1, 2024; review and standardize inventory asset data to ensure the completeness, accuracy and logic of the data according to the instructions of the Ministry of Finance , serving the development of plans for arrangement, placement and handling of headquarters and public assets when arranging, streamlining the apparatus and reorganizing administrative units; report the results to the Ministry of Finance before May 10, 2025 for synthesis.

"In the process of reviewing, arranging, relocating, and handling headquarters and public assets, it is necessary to assign responsibilities and ensure funding sources to protect, preserve, hand over, receive, and organize the handling of assets for surplus assets after the arrangement, to avoid degradation, loss, and waste of assets. In particular, attention should be paid to perfecting and assigning tasks to qualified public service units and enterprises to perform the function of managing and exploiting the housing and land fund, which is surplus public assets during the arrangement process," Minister of Finance Nguyen Van Thang stated.

On April 24, Mr. Nguyen Tan Thinh, Director of the Department of Public Asset Management (Ministry of Finance) said that the arrangement, allocation and handling of public assets is a common task of the entire political system, which needs to be carried out in accordance with current legal principles, with direction and coordination between central and local agencies.

During the implementation of the restructuring and streamlining of the administrative apparatus and the establishment of a two-level local government, the amount of public assets that need to be reorganized will be very large. Without the apparatus and resources to maintain and exploit them, loss and waste are likely to occur. To meet the new requirements, it is necessary to amend 48 related legal documents.

Director Nguyen Tan Thinh said that in the guidance documents on this content, the Ministry of Finance has introduced a number of new points.

That is, it is necessary to clearly define the responsibilities of ministries, branches and localities within their management scope regarding the arrangement of headquarters and public assets in accordance with the provisions of the Law on Public Asset Management and related decrees;

The Ministry of Finance also requires localities to allocate funds for the management, protection and maintenance of public assets, and at the same time perfect the organization with the function of asset management to ensure implementation capacity.

The arrangement and handling of property headquarters follows the principle that each ministry and locality is responsible within the scope of their ministry and locality in accordance with the authority prescribed by the Law on Management and Use of Public Property and the Government 's guiding regulations.

“The Ministry of Finance also requested that units thoroughly grasp the direction of General Secretary To Lam on prioritizing the regulation and effective exploitation of public assets. Headquarters that are no longer used for the right purpose should be converted to the fields of health, education, or community activities,” said Mr. Nguyen Tan Thinh.

According to information from the Department of Public Property Management, by the end of 2024, the country will have more than 11,000 public houses and lands that are unused or ineffectively used, mainly schools and medical stations in remote areas.

Handling these public assets takes time because it involves many factors such as planning, public investment, changes in functions and tasks after merging administrative areas, etc. The Ministry of Finance has requested ministries, branches and localities to urgently review and clearly identify the list of surplus assets to have specific handling plans, prioritizing education, health care and public welfare.

In particular, the Ministry of Finance proposed to remove the regulation on subjects allowed to use public vehicles for general work for district-level positions and add commune-level positions. Each commune can be equipped with a maximum of 2 public vehicles, the total number of public vehicles allocated to the commune level is expected to be about 6,000 vehicles, basically the existing vehicles currently used for the district level.
