No procedures are required when transferring health insurance lines.

Deputy Minister of Health Tran Van Thuan has just signed an official dispatch to health departments and hospitals nationwide regarding the implementation of initial medical examination and treatment registration, transfer of health insurance medical examination and treatment facilities, and re-examination appointment cards.

According to this dispatch, the Ministry of Health requests provincial and municipal health departments to urgently issue documents guiding the implementation of initial health insurance medical examination and treatment registration and patient transfer between medical examination and treatment facilities according to the provisions of Circular 01/2025/TT-BYT in accordance with the capacity of the local medical examination and treatment facility system, meeting professional requirements, ensuring the quality of health insurance medical examination and treatment and maximum convenience for patients.

The Ministry of Health notes that medical examination and treatment facilities need to provide full instructions to patients when transferring to health insurance examination and treatment facilities.

Health departments need to focus on providing specific instructions on transferring patients between medical examination and treatment facilities in the area, including medical examination and treatment facilities under ministries and branches and according to technical expertise levels, to avoid overloading at some facilities, and to ensure balance between local medical examination and treatment facilities and medical examination and treatment facilities under ministries and branches in the area.

"The regulation on initial health insurance medical examination and treatment registration and patient transfer must not create additional procedures, causing inconvenience to patients, ensuring convenience in the process of reception and treatment...", the document clearly stated.

The hospital is responsible if it affects the rights of the patient.

Regarding the responsibilities of medical examination and treatment facilities, the Ministry of Health requires urgent training for medical staff on new regulations of the law on health insurance, especially regulations on procedures and processes of medical examination and treatment, contents of re-examination appointment forms, patient transfer forms; ensuring the rights of patients.

"Guide and advise patients to properly follow the regulations on transferring medical examination and treatment facilities, using re-examination appointment papers, and medical examination and treatment facility transfer papers to ensure the rights of patients. Medical examination and treatment facilities are responsible for not providing guidance or providing incomplete guidance, causing inconvenience, and affecting the rights of health insurance patients," the document clearly stated.

Previously, according to Thanh Nien newspaper readers' feedback, some health insurance patients, although having requested a referral for health insurance examination and treatment, were very surprised when the receiving facility refused to examine health insurance with the reason: the health insurance transfer paper was "overdue for 10 days". Therefore, the patients had to re-apply for a referral paper or were not entitled to health insurance.

In fact, both the medical facility where the patient is referred and the hospital that requires the patient to have a referral letter do not provide instructions to the patient about the validity period of the health insurance referral letter.
