No interruption of policy credit operations when restructuring the apparatus

In the process of restructuring the local government apparatus in the spirit of central resolutions, the Vietnam Bank for Social Policies has been proactively developing a plan to reorganize the system, ensuring streamlining, effectiveness and efficiency while still maintaining a network close to the people, serving the people best, especially the poor and policy beneficiaries.

Ensure closeness to the people

In recent times, the Vietnam Bank for Social Policies (VBSP) has become an “extended arm” of the Party and the State in implementing social security policies, through preferential credit activities for the poor and vulnerable groups. With a network extending to the commune level, savings and loan groups in villages, hamlets, and neighborhoods, the VBSP’s management model has the participation of the entire political system from the central to local levels, from ministries, branches to socio-political organizations.

According to statistics, by the end of May 2025, the total policy credit capital nationwide reached 410,857 billion VND, the total outstanding debt of the programs was nearly 390,000 billion VND, with more than 6.8 million customers with outstanding debt; the overdue debt ratio was only 0.22%. These figures affirm the effectiveness and sustainability of the current model of the Social Policy Bank - a unique, practical and humane model.

However, in the context of the government system being streamlined according to Resolution 18-NQ/TW and Resolution 60/NQ-TW of the Central Government on the arrangement of the administrative apparatus, it requires the VBSP to also make corresponding changes, in order to adapt to the new administrative structure while still maintaining the goal of being close to the people, serving the people best.

At the recent online conference of the Board of Directors of the Social Policy Bank working with the Board of Directors representatives at all levels nationwide, many delegates said that after the merger of administrative units, the management area of ​​communes is larger, the number of households has also increased compared to before, if there are no commune transaction points, people in remote areas will face many difficulties in accessing capital. Therefore, delegates in localities requested the Social Policy Bank to maintain the commune transaction points, savings and loan groups in the area, and continue to pay attention to allocating capital to promptly meet the borrowing needs of poor households and policy beneficiaries. This proposal has been noted by the Social Policy Bank and included in the plan to reorganize the apparatus.

General Director of the VBSP Duong Quyet Thang said: Implementing the Party's orientation and the Government 's direction, the VBSP has proactively researched and developed a plan to reorganize the apparatus. The Standing Committee of the Central VBSP Party Committee has established a Steering Committee for reorganizing the apparatus consisting of 15 members, headed by the General Director of the VBSP. At the same time, 23 preparatory committees at the provincial and municipal levels have also been established to advise on matters related to branch reorganization, staff arrangement, transaction point arrangement and maintenance of the network to serve the people.

The reorganization plan is built on the principles of: streamlining the apparatus, maintaining effectiveness and efficiency of operations, being consistent with administrative organizations at all levels, continuing to maintain the specific model of the VBSP and ensuring smooth service to the people. During the implementation process, the VBSP also sought opinions from members of the Board of Directors, with high consensus from representatives of ministries, branches, and socio-political organizations participating in the system.

According to the plan that has been developed, the VBSP will make some adjustments. Specifically, at the provincial level, the VBSP will merge 63 current branches into 34 branches (28 provinces, 6 cities), in sync with the provincial administrative organization after the reorganization. For transaction offices and grassroots network, the VBSP will continue to maintain 29 transaction offices using the old branch headquarters. Commune transaction points, savings and loan groups will be kept intact so as not to affect people's access to capital.

One of the major changes is the termination of the operation of 692 district-level representative boards of the Board of Directors of the Vietnam Bank for Social Policies, while at the same time, the provincial-level representative boards of the Board of Directors are reorganized with a personnel structure suitable to the new organizational model of local departments and branches. However, the role of supervising and directing policy credit activities at the grassroots level is still ensured, thanks to the participation of commune-level government leaders - those who understand the locality, are close to the people, and are close to the grassroots.

Maintain the operating principles and mission of the People's Credit Fund

Speaking at the conference, Ms. Nguyen Thi Hong, member of the Party Central Committee, Governor of the State Bank, Chairwoman of the Board of Directors of the Vietnam Bank for Social Policies, affirmed: “The restructuring of the apparatus does not change the operating principles and mission of the Vietnam Bank for Social Policies. We will still understand the people, serve wholeheartedly, and leave no one behind.”

In order for the operation of the VBSP to continue to be stable when local authorities at all levels carry out the work of restructuring the apparatus, the Chairman of the Board of Directors of the VBSP requested that members of the local Board of Directors continue to pay attention to leading and directing social policy credit activities; actively advise the Party Committee, People's Council, and People's Committee at the provincial level to prioritize balancing and allocating local budgets to the VBSP to supplement capital for lending to the poor and policy beneficiaries; direct the commune-level authorities after the merger to continue to create conditions for the VBSP to operate effectively in the area. The Chairman of the People's Committee at the commune level continues to strengthen inspection and supervision, promote the role and more clearly affirm his/her responsibility for social policy credit, especially the role of the head of the government, contributing to building a solid grassroots government and a strong grassroots political system.

The organizational restructuring does not change the operating principles and mission of the VBSP. We will still understand the people, serve wholeheartedly, and leave no one behind.

With the new organizational model, the VBSP expects to improve management and operation efficiency without disrupting operations or distancing itself from the people. Despite reducing nearly half of the number of branches, specialized departments and the Board of Directors, the network serving the people remains intact. Commune transaction sessions - a unique feature and advantage of the VBSP - continue to be maintained, bringing policy capital to villages and hamlets, serving the poor and disadvantaged in a dedicated, close and effective manner.

In Phu Yen, the VBSP currently has 8 district and town transaction offices and the provincial headquarters with 100% of commune transaction points operating effectively. The total outstanding policy credit balance as of the end of May 2025 reached more than VND 5,084.7 billion, an increase of nearly VND 266.4 billion compared to the beginning of the year. The overdue debt ratio is 0.18%, lower than the national average. Policy credit not only helps people have conditions for production and business, improve their lives, but is also an important tool in implementing the goal of sustainable poverty reduction, building new rural areas and ensuring social security in the province.

According to Mr. Ho Van Thuc, Director of the Phu Yen Social Policy Bank, in the coming time, the branch will closely follow the central government's direction to implement the plan to reorganize the apparatus in accordance with regulations; at the same time, proactively coordinate with entrusted socio-political organizations to continue to more effectively implement policy credit programs in the area. "We always consider serving the people, especially the poor, near-poor households, and ethnic minority households as a key task. Although the organizational structure has changed, the principle of "leaving no one behind" will not change," said Mr. Thuc.
