Waste management and treatment at An Hiep landfill

BDK - In recent times, Ba Tri district has resolutely directed the organization, deployment and implementation of the instructions of the Provincial People's Committee and the Department of Agriculture and Environment (DARD) on the situation of waste management and treatment at An Hiep landfill. The DARD has coordinated with specialized agencies and local authorities to gradually overcome environmental pollution at the landfill area, initially achieving some very remarkable results. The work of waste management and treatment at An Hiep landfill has also been regularly directed, inspected and urged by the District People's Committee.

Landfill Expansion Project (Phase 2)

The scale of investment in the construction of the An Hiep landfill expansion project (phase 2) expands the landfill area to about 48,175m2 . Digging a landfill pond with an area of ​​about 4,200m2 (area 14). Building an internal road about 50m long, 2 LED lights. Total cost of 29 billion VND. Up to now, for the site clearance work, the District People's Committee has approved the compensation and support plan (4 phases) for 16 households, the total recovered land area is 44,216m2 , the total compensation and support cost is 14.447 billion VND. Up to now, 15/16 households have been paid, the amount of 13.659 billion VND, the remaining household Nguyen Thi Thanh has not received, the amount of 788 million VND, because the household agreed to receive the money but has not authorized it because the family lives far away, when the authorization is completed, the compensation will be received. Completed the construction package and completed acceptance on May 15, 2025.

According to Vice Chairman of the District People's Committee Duong Van Chuong, currently, waste is being received and buried in area 12, expected to be filled by the end of June 2025. From July 2025, waste will be received in area 14, expected to be filled by the end of December 2025 (area 14 belongs to the An Hiep landfill expansion project, phase 2). To ensure the ability to receive waste in early 2026 (when area 14 is filled), the District People's Committee has requested a policy to adjust and supplement the design of the An Hiep landfill expansion project, Ba Tri district (phase 2), the implementation budget for additional items, taken from the source of land area reduction for site clearance compensation, reserve fund for fees and unimplemented items of the project, specifically the district proposed to dig 3 new areas including: area 13 with design to contain leachate, area 2,500m2 ; Area 15 and area 16 are designed for landfill, area 7,415m2 .

On May 21, 2025, the Provincial People's Committee issued Official Dispatch No. 3684/CV-UBND approving the policy of using the remaining compensation and resettlement support costs to continue investing in project items: Investment and expansion of An Hiep landfill, Ba Tri district (phase 2). After receiving the policy of the Provincial People's Committee, the District People's Committee directed the Project Management Board to carry out the following investment procedures, appointed a consulting contractor to survey, prepare a feasibility study report to adjust and supplement the project).

Pollution control in rainy season 2025

Based on the specific contents of Official Dispatch No. 1226 of the Department of Agriculture and Environment on continuing to support people's livelihoods; implementing measures to respond to the risk of environmental pollution at An Hiep landfill, Ba Tri district during the rainy season of 2025, the District People's Committee continues to promote solid waste management in the district. At the same time, based on Report No. 81 dated June 3, 2025 on the reception, operation and treatment of waste, the District People's Committee has directed the Department of Agriculture and Environment to urgently survey and report proposals to improve the situation of bad odors and stagnant rainwater.

The urgent task now is that leachate mainly arises from landfill areas 11 and 12 because they have not been covered with tarpaulins. At the same time, the amount of wastewater previously pumped through the earthen ponds located in the phase 2 landfill expansion area has not been treated.

To overcome the difficulties, Vice Chairman of the District People's Committee Duong Van Chuong proposed that the Department of Agriculture and Environment launch a bidding process to select a unit to treat leachate as soon as possible, avoiding the situation of leachate spilling into the surrounding environment. Directing provincial departments and branches to pay attention and support in speeding up the bidding process to select an investor to build a solid waste treatment plant at An Hiep landfill.
