Online Copyright Infringement: Incredibly Sophisticated and Ever-Evolving
Information at the Workshop, currently, on the Internet environment there are thousands of electronic information pages (websites) and social networks operating, including cross-border social networks such as Facebook, YouTube... These information pages and social networks daily transmit a huge amount of press information, digital content, and video clips to millions of Internet users.
Overview of the Workshop
In particular, there is a lot of information content that is stored and posted illegally, not following the regulations on copyright exchange with content copyright owners, causing damage to the rights and reputation of content owners.
Recently, the Department of Radio, Television and Electronic Information has received many requests to handle copyright infringements, mostly entertainment content such as football, movies, game shows, music, etc.
The forms and methods of copyright infringement are extremely sophisticated and constantly changing, always concealing detailed information and being carried out across borders from foreign countries providing services to Vietnam.
Therefore, to improve the effectiveness of the work of combating digital content copyright infringement, under the direction of the leaders of the Ministry of Information and Communications, the Department of Radio, Television and Electronic Information organized a workshop to exchange and discuss with units and propose coordination solutions, from which it can deploy the work of scanning to detect copyright infringement, create records and deploy the most effective measures to protect copyright for legal owners of digital content in cyberspace.
Sharing about the current state of copyright infringement in the digital environment in Vietnam, Director of the Center for Measurement of Radio, Television and Electronic Information Pham Hoang Hai said that currently, copyright infringement in the digital environment is taking place openly on many platforms, the infringed content is owned by digital content production units that are broadcast and posted on media platforms, causing damage to the owners.
Common copyright infringement acts include: Live streaming, broadcasting directly on social networks or websites; copying broadcast content as is or cutting and editing videos, then illegally posting them on the Internet.
Infringing content is illegally used on many platforms: OTT websites and applications (apps) licensed by the state; websites that register domain names and place servers abroad; illegal OTT apps shared on the Internet or installed via Android TV Box devices; popular social networks such as Facebook, YouTube, TikTok, Gapo, TalkTV, Instagram, Twitch; content providers on mobile networks...
As of June 2023, the Center for Radio, Television and Electronic Information Measurement has coordinated with relevant authorities to block access by users in Vietnam to over 800 copyright-infringing websites.
Increased control of copyright infringement
Given the above situation, delegates all said that controlling copyright infringement will help increase value thanks to increasing the number of legal customers and increasing revenue of the premium online video sector, which can double the investment value for domestic online video content to 150 million USD by 2027 compared to the current estimated figure of 75 million USD.
Increased measures to control piracy will force about 60% or more of illegal subscribers to switch to low-cost and popular SVOD services in Vietnam.
Sharing about the solution to prevent online copyright infringement, Canal+ Group said that in France, this unit blocks all pirated websites that can be accessed from France, regardless of whether the source is in France or in other countries. Allowing the blocking of foreign websites with high traffic can have a huge impact on copyright infringement (traffic can be measured by tools such as Similarweb…).
Another important point that Canal+ Group noted was the need to shorten the blocking process time by being able to set up a tool to connect the broadcaster/rights holder, both to collect the websites that need to be blocked along with the evidence, and to connect with the ISPs so that the blocking can be implemented almost automatically by the ISPs.
In addition, although blocking websites is important, blocking illegal servers is also extremely important and so this delegate also said that IP addresses must be blocked because the servers do not have DNS.
Finally, to increase community awareness, in addition to blocking the domain, it is possible to redirect users to a website that clearly states that the site they are trying to access is pirated and directs them to legitimate services...
