State Audit proposes to increase allowance for meritorious people based on basic salary

The State Audit believes that it is necessary to consider adjusting the monthly allowance and support for meritorious people in accordance with reality and the basic salary roadmap over the years.

According to the report of the State Audit Office (SA), in 2024, this agency conducted a sector-wide thematic audit on the management and use of funds to implement preferential policies for people with meritorious services (NCC) in the period of 2021-2023 at the Ministry of Labor, War Invalids and Social Affairs (MOLISA); provinces and cities including Hanoi , Ho Chi Minh City, Ha Tinh, Quang Ngai, Phu Tho, Ben Tre, Nam Dinh, Thai Binh, Gia Lai.

Through the audit, this agency pointed out many shortcomings and difficulties in the implementation of preferential policies for service providers. One of the main reasons leading to the above situation is the lack of legal regulations and inconsistent policy mechanisms...

According to the State Audit Office, the monthly subsidy level of some subjects is not suitable to the practical situation and needs to be studied, reviewed and adjusted.

For example, with the same rate of physical injury, the NCC beneficiaries are lower than the social protection beneficiaries (not to mention the provision of equipment in kind), or there is no match between the wounded and sick soldiers with the same rate of physical injury living at home and in nursing facilities.

The level of support for equipment, provision of assistive devices, orthopedic devices, and rehabilitation equipment implemented from 2018 to present has not been adjusted while the standard level of preferential subsidies has increased by 36%...

In addition, there are some support amounts that are not suitable for reality and the roadmap for increasing the standard level of preferential subsidies and basic salaries over the years. Regulations related to the level of benefits and budgetary funds for investment in upgrading martyrs' cemeteries, adjusting support levels, etc. also have many shortcomings.

The audit team pointed out the current situation where some localities that balance their budgets are still allocated with high levels of support or support rates, while some localities that have not balanced their budgets are allocated with lower levels of support or support rates.

Perfecting a unified and synchronous preferential policy for suppliers

The audit team also pointed out that there were cases where people contributed to the revolution but did not receive appropriate preferential treatment, or relatives of people affected by toxic chemicals did not receive appropriate treatment and policies.

In addition, there are other shortcomings related to the guidance on preparing records for recognition of war invalids; regulations on temporary suspension of payment and re-enjoyment of preferential allowances for war invalids and their relatives; time of enjoying allowances for some subjects...

The State Audit Office recommends that the Ministry of Labor, Invalids and Social Affairs (now the Ministry of Home Affairs ) review current mechanisms and policies, summarize difficulties and problems, and continue to advise competent authorities to perfect the legal system on preferential policies for employees to ensure consistency, synchronization, and feasibility.

In particular, the Ministry of Labor, Invalids and Social Affairs needs to preside over and coordinate with relevant ministries and branches to advise the Government to consider and decide on amending and supplementing Decrees 75/2021, Decree No. 55/2023, and Decree No. 131/2021 to suit the reality and goals set by the Party and State.

As in Resolution No. 42, the Party Central Committee sets a goal that by 2030, 100% of meritorious people and families of NCC will have an average or above average standard of living, and will receive comprehensive care in terms of material and spiritual aspects.

General Secretary To Lam also affirmed that the preferential subsidy level for NCC will continue to be adjusted to the highest level in the social policy system.
