Check, remove difficulties, promote disbursement of public investment capital

(MPI) - The Government Office has just issued Notice No. 455/TB-VPCP on the Conclusion of Deputy Prime Minister Le Thanh Long at the meeting of Working Group No. 3 on inspection, urging, removing difficulties and obstacles, and promoting disbursement of public investment capital.

Accordingly, Deputy Prime Minister Le Thanh Long directed relevant ministries, agencies and localities, according to their functions, tasks and authority, to proactively have specific, practical, effective and feasible solutions to focus on seriously implementing the Prime Minister's direction in Decision No. 1006/QD-TTg dated September 19, 2024 on establishing working groups to inspect, urge, remove difficulties and obstacles, and promote annual disbursement of public investment capital at ministries, central agencies and localities and Directive No. 26/CT-TTg dated August 8, 2024 on key tasks and solutions to promote disbursement of public investment capital in the last months of 2024.

At the same time, the Ministries and agencies that are members of Working Group No. 3 shall send the Ministry of Planning and Investment a list of leaders of Ministries, agencies and leaders of units under the Ministries and agencies participating in the Working Group before October 5, 2024. On that basis, the Ministry of Planning and Investment shall synthesize and complete the draft Decision on the composition of the Working Group, assign specific tasks to each member and the Working Plan of the Group, and submit it to the Head of the Working Group for consideration and decision before October 6, 2024. The Ministry of Planning and Investment shall prepare documents on objectives, requirements, contents, time, schedule, specific subjects and related issues to inspect and urge the disbursement of public investment capital at relevant Ministries, agencies and localities subject to inspection by Working Group No. 3.

The Ministry of Planning and Investment proactively requests the Ministries, agencies and localities subject to inspection by Working Group No. 3, especially the Ministries of Health, Education and Training, Labor - Invalids and Social Affairs, Industry and Trade, Binh Phuoc province, Ho Chi Minh City to fully and specifically report on difficulties, problems, causes and proposals and recommendations related to the implementation and disbursement of public investment capital of projects under their management authority; send to the Ministries and agencies that are members of Working Group No. 3 for consideration and handling or propose handling according to their functions, tasks and authority; On that basis, the Ministry of Planning and Investment shall preside over and closely coordinate with the Ministries and agencies that are members of Working Group No. 3 to fully synthesize and propose and make specific recommendations on handling and settlement in accordance with authority and legal regulations and propose a specific inspection plan, and report to the Deputy Prime Minister, Head of Working Group No. 3 before October 15, 2024.

The Ministry of Planning and Investment, the Standing Office of the Working Group, shall preside over and coordinate with the Ministries and agencies that are members of Working Group No. 3 and the Ministries, agencies and localities subject to inspection by Working Group No. 3 to proactively deploy tasks, solutions and information reporting regimes according to Decision No. 1006/QD-TTg dated September 19, 2024 of the Prime Minister and other relevant documents; promptly report to the Prime Minister, Deputy Prime Minister, and Head of Working Group No. 3 on arising issues that exceed their authority./.
