It is necessary to clarify the scientific basis for the content of early admission criteria as well as the admission scores and passing scores of admission methods and combinations.


The Association of Vietnamese Universities and Colleges (abbreviated as the Association) has just sent a document to the Minister of Education and Training (MOET), proposing solutions to ensure consistency between the content of the 2018 General Education Program, implementing this program with the organization of high school graduation exams and university admissions from 2025.

Avoid confusion

The Association believes that the Ministry of Education and Training needs to regulate the quality assessment of university admission methods based on students' learning outcomes during the training process and output standards according to admission methods to control quality; eliminate admission methods that do not ensure input quality.

According to the Association, the Ministry of Education and Training needs to require universities to explain the selection of subject combinations and competency assessment tests of separate exams used for admission, ensuring basic competency input standards for successful study at university level. At the same time, it is necessary to regulate reasonable admission combinations and resolutely eliminate "strange" combinations.

The association also believes that the Ministry of Education and Training should not intervene too deeply, setting control rates for different methods of universities. In fact, recruiting good students with good input quality is the responsibility of the head of theuniversity . The Ministry should only limit or eliminate easy admission methods that do not properly assess the quality of input, and "grab" students at all costs.

To do this, the Ministry of Education and Training needs to stipulate that universities and colleges have a reasonable rate for admission methods based on high school graduation exam results, ensuring fairness for disadvantaged students when taking international certificates and separate exams organized by universities and colleges.

In addition, the Ministry of Education and Training also needs to clarify the concept of "early admission" or change the concept to suit the nature of the admission activities because most candidates have not graduated from high school in the school year when participating in the admission. These candidates only meet the "sufficient" condition of reaching the threshold to ensure input quality according to the regulations of the university and college; they have not met the "necessary" condition according to the admission regulations of graduating from high school. Clarifying this concept will avoid confusion for candidates, society and universities.

In addition, it is necessary to clarify the scientific basis for schools to implement regulations according to the draft enrollment regulations from 2025 on the content of early admission quotas as prescribed by training institutions, but not exceeding 20% ​​of the quota of each major and group of training majors...

The association also recommended that the Ministry of Education and Training direct universities to develop admission criteria that are appropriate to the requirements of university-level majors. Institutions are only allowed to set additional criteria necessary for gifted majors and "hot" majors.

Many schools adjust admission targets

Immediately after the Ministry of Education and Training planned to "tighten" early enrollment, universities adjusted their enrollment methods and quotas.

Hanoi University of Science and Technology still maintains 3 stable admission methods: considering talent, considering the results of the thinking assessment exam and considering the results of the high school graduation exam. However, the school representative said that with the method of considering the results of the high school graduation exam, the school plans to reduce the quota from 50% to 40%; the quota for the admission method based on the thinking assessment exam score will increase slightly.

The National Economics University also adjusted the admission quota based on high school graduation exam scores to 15%, a decrease of 3% compared to 2024. With the combined admission method according to its own project, the school reserved 83% of the quota, with 2% for direct admission. In addition, the school will use 4 admission combinations instead of 9 combinations as in 2024, including A00, A01, D01, D07; there is no difference in scores between the combinations, no additional criteria, all subjects are calculated with a coefficient of 1 when considering admission.

Meanwhile, Hanoi National University of Education said that its orientation is not to depend too much on the high school graduation exam. The admission quota based on the ability assessment test scores organized by the school will gradually increase over the years and the admission rate based on the high school graduation exam results will gradually decrease.

The University of Commerce also plans to reduce the admission quota based on high school graduation exam scores in 2025. The school will increase the admission quota based on other methods such as: thinking assessment and capacity assessment.

Hanoi National University of Education 2 said that in 2025, it will enroll students through many methods. These are direct admission and priority admission according to the regulations of the Ministry of Education and Training; admission based on high school transcripts; consideration of high school graduation exam results; consideration of the results of the competency assessment exam of Hanoi National University, Ho Chi Minh City National University, Hanoi National University of Education, Ho Chi Minh City National University of Education; admission based on the results of the school's own entrance exam...

Review of individual exams

The Association of Vietnamese Universities and Colleges also recommended assessing the suitability of separate exams organized by universities and colleges, ensuring that they do not exceed the curriculum of high school students to minimize the widespread situation of extra classes and tutoring.

The Association recommends recognizing the results of capacity assessment organized by universities if there is a similar comparison of capacity assessment subjects to exempt high school graduation exams for candidates with guaranteed score thresholds according to regulations (similar to exemption from foreign language exams when candidates have qualified certificates), in order to reduce exam pressure.
