On the morning of April 1, in Hanoi, the Supervisory Delegation of the National Assembly Standing Committee worked with the Central Committee of the Ho Chi Minh Communist Youth Union on the implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources, in the 2021-2024 period.

According to the Report of the Central Secretariat of the Ho Chi Minh Communist Youth Union, the youth population aged 16-30 (in 2024) is 20,041,000 people, accounting for 19.8% of the total population of the country. The employment rate of young people (aged 15-24) in 2024 is 92.17%, of which the employment rate of young people in urban areas is 90.65%; in rural areas is 93.03%.
In the period of 2021 - 2024, the Youth Union at all levels will actively coordinate to advise and propose to the Party Committee and the government mechanisms and policies to support young talents and high-quality young human resources, such as: mechanisms and policies on education and training; policies to support vocational training and job creation for young people; policies to attract and use young talents; policies to support and borrow student loans, etc.
The discovery, honoring, nurturing and creating an environment for young talents and high-quality human resources to contribute and mature are focused on by all levels of the Youth Union, contributing to encouraging, motivating and creating an environment for young people to research, innovate and apply science and technology to life.
Through that, many typical examples among the youth, many young talents in various fields have been discovered, gathered, supported, and created conditions for the Union to contribute to the country...

The Central Youth Union Secretariat forecasts that in the coming period, human resources will continue to change in structure, quality and development trends. Industries related to digital technology, artificial intelligence, big data, green economy, and renewable energy will develop strongly, while some traditional jobs will be replaced by automation and artificial intelligence. This requires the young workforce to constantly update their skills and adapt to new requirements.
In addition, the rapid aging of the population will change the supply and demand of labor, posing challenges in promoting Vietnam's golden population advantage. Without timely preparation, the risk of a shortage of highly skilled labor will become apparent. Forecasting youth human resources in the coming time needs to focus on new development trends and changes in the labor market. This will be an important basis for building policies, training programs and youth development in line with the country's development requirements in the new period...
The Central Youth Union recommends that the National Assembly and the National Assembly Standing Committee consider and issue special policies to develop high-quality human resources, focusing on key industries such as information technology, artificial intelligence, and data science. Strengthen supervision of the implementation of policies on developing young human resources in localities to ensure effective implementation.
The Government directed the development of a strategy for developing high-quality young human resources for the 2025-2045 period with specific goals for training, fostering and using young human resources. Speaking at the meeting, Vice Chairman of the Committee for Culture and Society Dinh Cong Sy said that the youth force accounts for a large proportion, especially in emerging industries. This is a strong labor force, contributing greatly to the development of the country.
The monitoring delegation acknowledged the results that the Central Youth Union has implemented in the recent period related to the development and use of human resources, including high-quality human resources. The report shows that youth employment is mostly concentrated in the industrial, service, and agricultural sectors and is shifting to high-tech sectors.
However, the youth unemployment rate remains high and tends to increase. This is not the sole responsibility of the Central Youth Union, but the responsibility of sectors and localities, and is a macro issue. The monitoring delegation will study and make recommendations to improve policies in the coming time.
