Persistently campaign and propagate

In the work of site clearance, the entire political system of Lien Chieu district clearly identified: mobilizing people to hand over land is a process that requires consensus, persuasion by reason and sincerity, and cannot only use rigid administrative measures. Mr. Ha Thuc Nhon, Chairman of the People's Committee of Hoa Hiep Bac ward, said that in addition to widely announcing compensation, support and resettlement policies, local authorities from the district to the ward have proactively implemented many forms of flexible approach, close to the people, close to the people and for the people.

Meetings and dialogues between district and ward leaders and affected people are held continuously, where all questions, no matter how small, are answered transparently and publicly. From compensation policies, land prices, planning, resettlement plans, to social security benefits after relocation... all are discussed in a spirit of openness, respect and goodwill. "We accompany, persistently advocate, sincerely persuade, then gradually people will understand and agree", Mr. Ha Thuc Nhon shared.

Mr. Le Van Phuoc (Hoa Hiep Bac ward), who just handed over the land during a recent campaign, said: “I have more than 400m² of land in the project. At first, I was very hesitant because I have been involved for so many years, but after listening to the explanation from the staff, seeing the clear policy, reasonable support, and being resettled near the old place, I completely agreed. We just hope that the project will fulfill its commitment and be worthy of the people's expectations.”

Guarantee people's rights

According to Mr. Huynh Anh Vu, Vice Chairman of Lien Chieu District People's Committee, in the work of site clearance, the local government does not stop at propaganda, what creates high consensus among the people is the consistent commitment of the district government in ensuring full and timely legal and legitimate rights of the people. Compensation plans are all based on legal regulations, with consultation with the people and updated closely with the market.

The issue that people are most concerned about is resettlement, the new place to live after handing over the land for the project is always the top priority of the district government. The resettlement areas are all located in convenient locations, with guaranteed infrastructure, full of amenities to serve life. Households with especially difficult circumstances are also considered for additional support from the budget or social mobilization.

A clear demonstration of the effectiveness of persistent and persistent advocacy work is the case of Mr. H.D.N.’s household (Hoa Hiep Bac ward). His family was subject to clearance for the project, but at first there were many concerns and worries, leading to disagreement in handing over the site. Despite being mobilized many times, Mr. N.’s household was still subject to forced eviction according to the plan.

However, instead of implementing rigid enforcement, the Lien Chieu District Enforcement Committee proactively continued to approach flexibly, dialogue, and resolve each of the family's problems. The district leaders personally visited the house many times, listened, and shared. Even when preparing to implement enforcement, the working group still maintained persuasion.

Those efforts finally paid off, when Mr. N. voluntarily signed the land handover minutes, received full compensation and support, and was supported by the government with 5 trips to transport his belongings to his new residence. After Mr. N., his younger brother also agreed to hand over the land, demonstrating the people's trust when being treated with all their hearts by the government.

According to the Lien Chieu District Land Clearance Board, by the end of May 2025, out of a total of 683 records subject to land acquisition for the implementation of the Lang Van Tourism and Urban Resort Complex project (phase 2), 639 records had agreed to hand over the land. There are only 22 records that have not been handed over and all will be completely processed in the coming days. This result is the "sweet fruit" of the process of persistent mobilization, closely attached to the people. This is a vivid proof of the effectiveness of the motto "Taking people as the root, taking persuasion as the first".

The Lang Van Tourism and Urban Resort Complex Project is not only a high-end tourism and resort project with a scale of hundreds of hectares, but also brings great expectations for creating a turning point in the socio -economic development of the Northwest region of the city. Therefore, smooth and harmonious site clearance will be an important premise to help the project to be implemented on schedule, put into operation soon, thereby creating jobs for people, increasing real estate value, expanding urban space in a sustainable direction.
