State Audit Office recommends increasing revenue and reducing budget expenditure by more than 8,300 billion VND

(Chinhphu.vn) - In the first 6 months of 2025, the State Audit has achieved many outstanding results in implementing the audit plan, recommending financial handling of thousands of billions of VND. Along with that is the quick adaptation to the new context, aiming to improve the effectiveness and efficiency of auditing.

First 6-month results: audit quality is improved

On July 11, the State Audit Office (SA) held a conference to review the work in the first 6 months of the year and deploy tasks for the last 6 months of 2025. The conference took place on the occasion of the 31st anniversary of the SAV's Traditional Day (July 11, 1994 - July 11, 2025), chaired by State Auditor General Ngo Van Tuan.

Right from the beginning of the year, the audit organization plan has been arranged and integrated reasonably, contributing to limiting the frequency of audits in localities, while balancing the personnel of audit teams.

State Auditor General Ngo Van Tuan directed the implementation of audits with the consistent spirit: "Quality, more quality and more quality". A series of documents such as the Directive on implementing science and technology, guidance on objectives, audit outlines... were issued to unify and improve the effectiveness of audit activities.

An important highlight is that the State Audit focuses on sensitive areas such as public finance, public assets, land and resource management. Slow-progressing and ineffective public investment projects are also the focus of audit. In addition, the audit process is flexibly adjusted to avoid duplication with inspections and examinations by other agencies.

The State Audit Office also piloted the application of artificial intelligence (AI) and data analysis in auditing. AI has initially pointed out signs of exceeding standards and unreasonable time allocation, contributing to increasing accuracy and transparency.

Preliminary summary up to mid-2025, the State Audit Office has recommended increasing revenue and reducing state budget expenditure by more than VND 8,300 billion, and at the same time made other recommendations worth more than VND 9,200 billion. In addition, the State Audit Office has transferred 2 cases with signs of law violations to the investigation agency and is completing procedures to transfer another case.

Continue to improve efficiency and institutionalize Party resolutions

Based on the results achieved, the State Audit Office has identified key tasks for the last 6 months of the year, including completing the 2025 Technical Plan, developing the medium-term Technical Plan for the 2026-2028 period and the 2026 audit plan. These plans will be linked to the two-level local government model and newly issued laws and resolutions.

In particular, the State Audit Office focuses on preparing the audit of the state budget settlement report and public debt in 2024, as well as drafting a report on the State Auditor General's term of office to submit to the National Assembly at the 10th Session.

At the same time, the State Audit Office will review the organizational structure towards streamlining and efficiency, implementing staff reduction according to Decree No. 178/2024/ND-CP and enhancing the application of information technology, especially artificial intelligence, in public service activities.

Another important highlight is the successful organization of the 8th Party Congress of the State Audit Office for the 2025-2030 term. Immediately after the Congress, the State Auditor General directed the entire sector to concretize 4 thematic resolutions for the entire term, including: improving the quality of human resources associated with streamlining the payroll; perfecting the legal framework of the State Audit Office; promoting digital transformation; and focusing on auditing topics of public interest.

State Auditor General Ngo Van Tuan highly appreciated the efforts of the entire sector in the context of administrative apparatus transformation, and emphasized the need to review and adjust plans to suit the new situation. Units in the sector are required to continue to monitor and urge the implementation of audit recommendations; finalize and hand over completed projects; and ensure the regime for civil servants and public employees, especially transferred cadres.
