Speaking at the opening of the session, comrade Dang Thanh Son, member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council, said: The 26th session (Special session) of the 19th Provincial People's Council will discuss, consider and approve 4 important contents under its authority related to the policy of arranging provincial-level administrative units (arranging Ha Nam, Ninh Binh and Nam Dinh provinces into Ninh Binh province); the policy of arranging commune-level administrative units of Ha Nam province in 2025; the detailed assignment of the 2025 Public Investment Plan (5th time) and the list of works and projects requiring land recovery and land use purpose change to be adjusted and supplemented in 2025 to ensure timely implementation of tasks on arranging the apparatus organization and socio-economic development. Regarding the policy of merging provinces and communes, the session unanimously approved the resolution on the policy of merging the 3 provinces of Ha Nam, Ninh Binh and Nam Dinh into Ninh Binh province, the political - administrative center is currently located in Ninh Binh province; In 2025, the whole province will arrange 98 commune-level administrative units including 65 communes, 29 wards, and 4 towns into 33 administrative units, including 16 wards and 17 communes, reducing the number of communes by 66.3%...

Speaking at the closing session, Mr. Dang Thanh Son, Standing Vice Chairman of the Provincial People's Council, emphasized: The resolutions passed at this session are important contents to promptly carry out the tasks of reorganizing the organization, apparatus and socio-economic development of the province. Therefore, immediately after the session, the Provincial People's Council requested the Provincial People's Committee to direct and coordinate the completion of documents and projects on reorganizing administrative units at the provincial and communal levels, and report to competent authorities for consideration and decision. Direct the review of the staff, civil servants, public employees, workers, public finance and assets, mechanisms and policies related to people, businesses, etc. to develop implementation plans to ensure that when reorganizing administrative units, there is no waste or negativity. At the same time, ensure that agencies, units and organizations before, during and after the arrangement operate continuously, smoothly, effectively, efficiently and effectively, without interruption of work, without leaving vacant tasks, areas and fields, and without affecting the normal operations of agencies, units, organizations and society; well serving the needs of people and businesses.
