At the 26th session, the Provincial People's Council passed 13 thematic resolutions.

Delegates discuss at Discussion Group No. 4

Through discussion, the delegates basically agreed with the content of the Provincial People's Committee's submission, and at the same time had some opinions suggesting further clarification. Specifically, for the submission of the draft Resolution on adjusting the medium-term public investment plan for the period 2021-2025 using local budget capital (15th time), the delegates requested more information on supplementing decisions on adjusting investment policies for projects arising when adjusting the capital structure. For the submission of the draft Resolution on stipulating the level of support for agricultural production to restore production in areas damaged by natural disasters and plant pests in Bac Kan province, regarding the content of support for aquatic products damaged by natural disasters, the delegates requested to specify the percentage of damage supported to facilitate the implementation process; clarifying the support level for deer, sheep, goats, ostriches, and rabbits, not applying the average level as for other types.

With high consensus, delegates voted to pass thematic resolutions within their authority, specifically including:

Resolution on adjusting the number of employees in Appendix II attached to Resolution No. 04/NQ-HDND dated February 21, 2025 of the Provincial People's Council adjusting and supplementing Resolution No. 76/NQ-HDND dated December 9, 2024 deciding on the civil servant payroll, approving the total number of employees receiving salaries from the state budget in Bac Kan province in 2025;

Resolution to abolish Resolution No. 01/2020/NQ-HpĐND dated May 5, 2020 of the Provincial People's Council on assigning the Provincial People's Committee to decide on investment policies for a number of Group C projects using provincial budget capital;

Resolution regulating the collection, exemption, reduction, collection, payment, management and use of fees and charges in Bac Kan province;

Resolution stipulating preferential regime of land rent exemption for projects using land for production and business purposes in investment incentive sectors (investment incentive industries and trades) or in investment incentive areas according to regulations in Bac Kan province;

Resolution on adjusting local budget estimates and provincial budget allocation in 2025;

Resolution on allocation and adjustment of regular expenditure estimates for 2024 that have been transferred to 2025 and the 2025 estimates of National Target Programs;

Resolution adjusting the medium-term public investment plan for the 2021 - 2025 period using local budget capital (15th time);

Resolution adjusting the 2025 public investment plan using local budget capital (first time);

Resolution on the list of land plots for bidding to select investors to implement investment projects using land in Bac Kan province (2nd time);

Resolution stipulating specific expenditure levels for local industrial promotion activities in Bac Kan province;

Resolution stipulating the level of support for agricultural production to restore production in areas damaged by natural disasters and plant pests in Bac Kan province;

Resolution approving the policy of converting forest use to other purposes to implement works and projects (supplementary) in 2025 in Bac Kan province;

Resolution approving the list of additional works and projects requiring land acquisition; changing the purpose of using rice fields, protective forest land, and production forest land to be implemented in 2025; adjusting the names of investors of works belonging to the Bac Kan irrigation cluster project.

Delegates vote to pass the resolution at the Session

In her closing speech at the meeting, Chairwoman of the Provincial People's Council Phuong Thi Thanh affirmed that, based on the reports, submissions, draft resolutions of the Provincial People's Committee, and the verification reports of the Provincial People's Council Committees, the delegates focused on studying, discussing, giving opinions and unanimously voting to pass thematic resolutions under their authority, on adjusting the number of employees, on public investment, and the implementation of national target programs... These are important contents, having a great impact on the socio -economic development of the province.

In order to effectively implement the resolutions passed by the Provincial People's Council, the Chairman of the Provincial People's Council requested that immediately after this session, the Provincial People's Committee, all levels, sectors, localities and units, according to their assigned functions, tasks and powers, focus on organizing the implementation with a proactive, creative, determined, drastic and synchronous spirit of solutions to ensure that the resolutions of the Provincial People's Council come to life and achieve practical results.

Closely follow the socio-economic, national defense and security targets and tasks in 2025 and the practical situation of the locality to be proactive and resolute in directing and operating socio-economic development; ensure growth scenarios and implementation solutions to achieve the set goals. Focus on directing the elimination of temporary and dilapidated houses for poor and near-poor households, housing for people with meritorious services to ensure completion according to plan. On March 15, 2025, the Prime Minister issued Decision No. 608/QD-TTg on the plan to implement tasks and solutions to promote decentralization according to the provisions of the Law on Organization of Local Government. Therefore, it is recommended that agencies, units and localities conduct thorough research to implement effectively and within their authority.

Chairwoman of the Provincial People's Council Phuong Thi Thanh proposed The Vietnam Fatherland Front Committees at all levels and socio-political organizations widely disseminate the contents of the resolutions of the Provincial People's Council to voters in order to create high consensus in implementation. The Standing Committee of the Provincial People's Council and the Provincial People's Council Committees are requested to closely monitor the adopted resolutions. The Provincial People's Council delegates continue to promote the responsibility of elected representatives, through appropriate forms of supervision, promptly report and fully inform voters in the province about the results of the Session; actively and proactively research and grasp the practical life to promptly reflect and make recommendations to the People's Council, People's Committee and relevant agencies to effectively implement the resolutions of the Session, contributing to bringing the contents of the resolutions into life./.
