The meeting listened to the report on the results of the supervision of the Provincial People's Council Supervision Delegation on the implementation of the National Target Program on socio -economic development in ethnic minority and mountainous areas for the period 2021 - 2025. Delegates divided into discussion groups and discussed in the Hall.

Provincial People's Council delegates voted to pass resolutions at the Session.

With high consensus, the Provincial People's Council unanimously passed 07 thematic resolutions including:

Resolution approving the Zoning Plan for the construction of Nam Cat Lake Eco-tourism Area.

Resolution approving the policy of converting forest use to other purposes to implement works and projects (supplementary) in 2025 in Bac Kan province.

Resolution on the list of land plots for bidding to select investors to implement investment projects using land in Bac Kan province (3rd time).

Resolution on adjusting local budget estimates and provincial budget allocation in 2025 (2nd time).

Resolution on allocating and assigning the budget for implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas in 2025.

Resolution adjusting the medium-term public investment plan for the 2021-2025 period using local budget capital (16th time).

Resolution adjusting the 2025 public investment plan using local budget capital (2nd time).

In her closing speech at the meeting, Comrade Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, requested that immediately after the meeting, the Provincial People's Committee, departments, branches and localities, according to their assigned functions and tasks, focus on implementing drastic and synchronous solutions to soon put the 7 resolutions that have just been passed into practice.

In particular, assigning the budget estimates for the program to implement the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas in 2025 to ensure timely implementation by localities. Adjusting the regular expenditure estimates of units due to the reorganization of the apparatus to ensure the operation of the units. Speeding up the implementation of public investment projects to ensure the disbursement rate of capital meets the assigned plan; managing, using, clearing and settling capital sources to ensure compliance with regulations, avoiding loss and waste.

Comrade Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council delivered the closing speech at the Session.

Direct departments and branches to update and adjust provincial and district land use planning in a timely, synchronous and unified manner with other planning to organize implementation in accordance with land law. Direct relevant investors, units and localities to strictly implement the procedures for changing forest use purposes; implement in accordance with the location and area approved in the Resolution of the Provincial People's Council.

Prepare conditions for the 2025 High School Graduation Exam to ensure safety, seriousness, and compliance with regulations; speed up the progress of eliminating temporary and dilapidated houses in the area; fully and promptly implement policies and regimes for social protection beneficiaries and meritorious people.

The Vietnam Fatherland Front Committees at all levels and socio-political organizations widely disseminate the contents of the Provincial People's Council Resolutions to voters, in order to create high consensus in implementation. Delegates and delegations of the Provincial People's Council strengthen propaganda, information and explanation of the contents of the Provincial People's Council Resolutions to voters.
