After completing the position of Chairman of the 15th National Assembly, the National Assembly began the process of electing the President. The person introduced for this position is General To Lam, Minister of Public Security.
On the afternoon of May 21, the National Assembly Standing Committee will present the list of nominees for the National Assembly to elect the President at the end of the afternoon session. Afterwards, the delegates will discuss this content in the Delegation.
On the morning of May 22, the National Assembly Standing Committee reported on the explanation and acceptance of opinions of National Assembly deputies discussing at the Delegation on the nomination list for the National Assembly to elect the President (if any).

The National Assembly then discusses and votes to approve the list to elect the President before electing the President by secret ballot.
Next, the National Assembly Standing Committee will submit to the National Assembly a draft Resolution on electing the President.
The National Assembly discussed and voted to pass the Resolution on electing the President. After that, the President conducted the oath-taking ceremony and delivered his inaugural speech.
At the recently concluded 9th Central Conference, the Central Committee reached a high consensus to introduce General To Lam - Politburo member, Minister of Public Security to be elected by the 15th National Assembly to hold the position of President.
General To Lam was born on July 10, 1957; hometown is Nghia Tru commune, Van Giang district, Hung Yen province. Professional qualifications: Professor, Doctor of Law.
He is a member of the Politburo, 12th and 13th terms; a member of the Party Central Committee, 11th, 12th and 13th terms; and a National Assembly delegate, 14th and 15th terms.
Mr. To Lam is currently a member of the Politburo, member of the Government Party Committee, Secretary of the Central Public Security Party Committee, Minister of Public Security; Deputy Head of the Central Steering Committee on Anti-Corruption; Deputy Head of the Central Internal Political Protection Subcommittee; Member of the National Defense and Security Council, Member of the Central Steering Committee for Judicial Reform.
Regarding his work history, after graduating from the People's Security Academy, Mr. To Lam became an officer of the Political Protection Department I (Ministry of Public Security). After that, he held many positions in units of the Ministry of Public Security and held many important positions in the Ministry of Public Security throughout his career.
Mr. To Lam grew up as an officer of the Political Security Department I, Ministry of Public Security. Mr. To Lam has held the following positions: Head of Department, Deputy Director, Director of the Political Security Department I - General Department of Security; Deputy Director, Deputy Director in charge and then Director of the General Security Department I - Ministry of Public Security.
From August 2010 to April 2016, Mr. To Lam was Deputy Minister of Public Security; from April 2016 to present, Mr. To Lam has held the position of Minister of Public Security.
