On the afternoon of April 28, at the 44th Session of the National Assembly Standing Committee (NASC), presenting a report on preparations for the 9th Session, Secretary General of the National Assembly and Head of the NA Office Le Quang Tung said that the total working time of the National Assembly is expected to be 37 days and some weekends will be arranged.
The 9th session opened on the morning of May 5 and is scheduled to close on the afternoon of June 28. It will be held in two phases. Phase 1 will run from May 5 to May 29; Phase 2 will run from June 11 to June 28.
At this session, the National Assembly will consider and decide on 64 contents and groups of contents, including 3 resolutions on constitutional work; 49 laws and resolutions on legislative work; 12 groups of contents on socio -economics, state budget, supervision and decisions on other important issues of the country. At the same time, there are 8 groups of contents that agencies will send reports to National Assembly deputies for study, as a basis for exercising the right to supervise and consider the contents according to regulations.
Add 13 contents to the 9th session
The Secretary General of the National Assembly said that 10 additional contents were submitted to the National Assembly for consideration and approval at the 9th Session due to the direction of competent authorities, the conclusion of the National Assembly Standing Committee when considering and giving opinions on each content or the Government had sent documents, which were arranged in the program for the National Assembly Standing Committee to give opinions at this session, including:
Penal Code (amended); Law amending and supplementing a number of articles of the Law on Credit Institutions.
Law amending and supplementing a number of articles of the Law on Bidding; Law on Investment under the public-private partnership model; Law on Customs; Law on Export Tax and Import Tax; Law on Investment; Law on Public Investment; Law on Management and Use of Public Assets.
Law amending and supplementing a number of articles of the Law on Vietnamese Nationality.
Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.
Resolution of the National Assembly on exemption and support of tuition fees for preschool children, primary school students, and students of general education programs at educational institutions in the national education system.
Resolution of the National Assembly on a number of specific mechanisms and policies for law-making and law enforcement.
Resolution of the National Assembly on universalizing preschool education for children from 3 to 5 years old.
Shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.
Election day for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
At the same time, three more Government reports were added, including a request to report to the National Assembly on the situation and solutions to respond to the decision to impose taxes on Vietnamese exports to the US market and some other contents.
Withdraw 4 contents from the meeting agenda
In addition, there are 4 contents withdrawn from the meeting agenda including: Draft Law on Organization of Criminal Investigation Agencies (amended) (based on opinions of competent authorities).
Draft resolution of the National Assembly on specific mechanisms and policies to remove obstacles for some investment projects in the construction of transport infrastructure under the form of BOT contracts (this content is expected to be reflected in the content of amending and supplementing a number of articles of the Law on Investment under the public-private partnership method).
Adjustment of the National Land Use Plan for the period 2021 - 2030, with a vision to 2050 (will be submitted to the National Assembly for consideration and decision after completing the merger and arrangement of administrative units).
Policy on supporting state capital to increase charter capital for the Cooperative Bank of Vietnam from the state budget (the Standing Committee of the National Assembly has reviewed and found that this content is not under the authority of the National Assembly).
Concluding the discussion, NA Chairman Tran Thanh Man suggested that the National Assembly Office coordinate with the Government Office, ministries, branches and agencies to prepare all conditions to ensure the successful organization of the 9th Session.
The Chairman of the National Assembly agreed that at the 9th Session, 13 contents will be added and 4 contents will be removed from the proposed program; at the same time, the draft Resolution of the National Assembly on training in specific professional fields and occupations in the field of art and the draft Resolution of the National Assembly on piloting specific mechanisms and policies for the development of Van Don Economic Zone, Quang Ninh province will not be added.
Regarding the investment policy for the Ho Chi Minh City Ring Road 4 construction investment project and the amendment and supplementation of a number of laws on military and national defense, it will be included in the Session Agenda.
Emphasizing that this is the final stage, the Ministries need to review each chapter, article, and clause of the laws, the Chairman of the National Assembly stated that if there are still difficulties, problems, or different opinions, the Standing Committee of the National Assembly is ready to work overtime to resolve them.
