On May 31, Prime Minister Pham Minh Chinh signed Official Dispatch No. 79/CD-TTg on proactively implementing measures to ensure production, processing, consumption and export of agricultural products.

Accordingly, the Prime Minister requested the Ministers of the Ministries of Agriculture and Environment, Industry and Trade, Finance, Foreign Affairs , Science and Technology, and Chairmen of People's Committees of provinces and centrally-run cities, according to their assigned functions, tasks, and authorities, to proactively direct and promptly and flexibly implement appropriate and effective solutions to support the production, consumption, and export of agricultural products, contributing to increasing income and stabilizing the lives of farmers.
The Minister of Agriculture and Environment directed localities to review and fully prepare conditions (plant varieties, livestock, materials, fertilizers, etc.) for production in the last months of 2025 and develop specific plans and solutions to organize production, harvest, supply products, adjust crop seasons to suit the market situation and needs; ensure food supply to fully meet domestic demand, while serving exports, firmly ensuring national food security in all situations.
Continue to direct, organize and implement synchronously and drastically solutions to prevent and control animal and plant diseases, not allowing dangerous epidemics to occur on a large scale affecting agricultural production, especially livestock, aquaculture and crop cultivation.
At the same time, direct localities to strengthen coordination with industry associations and enterprises to focus on closely linking raw material areas, promoting preservation and processing, especially deep processing to increase added value; promote linkage activities between cooperatives, producers with key export purchasing enterprises, enterprises, distribution and retail systems to facilitate the consumption of agricultural products during peak harvest time.
The Prime Minister directed the coordination of the Ministry of Foreign Affairs and the Ministry of Industry and Trade to do a good job of trade promotion, continue to promote technical opening, especially the official export of products to China. Direct and guide localities, industry associations, and enterprises to comply with the regulations of export markets, especially the Chinese market, on ensuring labels, traceability, planting area instructions, testing, quarantine, packaging specifications, and agricultural product quality.

Take the lead and coordinate with localities to proactively provide full information on output and harvest seasons of agricultural products in localities and raw material areas so that export enterprises, distribution and retail chains can plan to support regular consumption of agricultural products and promote consumption during the main season.
Continue to promote research, application of science and technology, innovation, digital transformation in agriculture, put into use new varieties of plants and animals with high productivity, good quality, adaptable to climate change; focus on research and application of technology to support preservation and deep processing, especially for fruits and high-value items, diversify products, shift from raw exports to refined products, canned goods, increase added value of agricultural products; encourage and promote production according to product chains, build growing area codes, trace product origin, ensure food safety.
Request the Minister of Industry and Trade to preside over and coordinate with the Ministry of Agriculture and Environment and the Ministry of Foreign Affairs to direct the strengthening of trade promotion, continue to expand and diversify export markets, and at the same time implement connection programs, organize agricultural weeks and Vietnamese goods fairs to exploit the potential of the domestic market. Direct the connection and coordination of domestic distribution chains and the Vietnam Retailers Association to promote direct and online promotion of domestic consumption, prioritize the consumption of agricultural products in localities, especially for rice, vegetables and fruits (durian, lychee, longan, mango, dragon fruit, etc.) when entering the peak harvest season.
The Ministry of Finance directed the customs force to closely coordinate with the border guard force to discuss with the competent authorities of the importing country, especially at the border gates exporting agricultural products to China, to have specific plans to facilitate and prioritize the fastest customs clearance for fresh agricultural products for export, especially lychee, durian and perishable items, agricultural products in the harvest season, to minimize the situation of agricultural products being congested at border gates.
The Prime Minister requested that the Chairmen of the People's Committees of provinces and centrally run cities proactively and urgently coordinate with the Ministry of Agriculture and Environment and the Ministry of Industry and Trade to provide information and recommendations to people, cooperatives, cooperatives, and production enterprises in line with market demand, ensuring compliance with the processes, regulations, and standards of the import market from production, harvesting, preliminary processing, processing, packaging, transportation, and traceability to promote official exports.
The Chairmen of the People's Committees of the provinces with border gates, especially the localities in the northern border area (Lang Son, Lao Cai, Quang Ninh, Cao Bang, Ha Giang, Dien Bien, Lai Chau) direct, organize monitoring, update, evaluate, and forecast the situation of circulation and concentration of goods in the area to coordinate with relevant agencies to direct functional forces to deploy solutions to ensure the circulation of goods in the border gate area, promptly take measures to proactively regulate and manage vehicles bringing goods to the border gate.
In addition, regularly provide information on the circulation and export of agricultural products at border gates so that localities, authorities and agricultural export enterprises can proactively adjust production and business plans, avoid congestion of goods and agricultural products at border gates, and reduce the risk of damage to people and businesses.
Enterprises producing, trading and exporting agricultural products should closely monitor information on circulation and customs clearance of agricultural products at border gates, promptly adjust production and business plans, and regulate the volume of exported goods to adapt flexibly, avoiding maximum congestion of agricultural products at border gates; increase purchasing and storing of agricultural products, especially during peak harvest season to support agricultural product consumption for people.
