Continuing to closely follow and seriously implement the leadership of the Government, the Prime Minister, the Provincial Party Committee and the Provincial People's Council, along with focusing on thoroughly grasping, drastically and effectively implementing the 2025 Working Theme of the Provincial Party Executive Committee "Promoting democracy, tightening discipline, innovating, accelerating breakthroughs"; The Provincial People's Committee has led and directed all levels and sectors to proactively monitor closely and grasp the development situation of sectors, fields and localities, especially the production and business activities of key industrial production enterprises. Timely remove difficulties and obstacles for sectors, localities and enterprises to develop production and business, promote disbursement of public investment capital,... Therefore, the socio -economic development situation in May 2025 achieved a number of important results:
Industrial production activities continued to grow, with the industrial production value in May reaching over VND9,463 billion (up 4.6%); the cumulative value in the first 5 months reached VND42,899 billion (up 7.2% over the same period). The industrial production index (IIP) increased by 9% over the same period.
Agricultural production is stable, the winter-spring rice crop has begun to be harvested and is considered to have a good harvest; disease prevention and control in livestock, forest fire prevention, irrigation, dykes and flood and storm prevention continue to receive attention. The work of building advanced new rural areas and model new rural areas is being actively implemented; on May 31, 2025, Deputy Prime Minister Tran Hong Ha signed and issued a Decision recognizing Ninh Binh province as having completed the task of building new rural areas in 2024, being one of the first provinces to complete building new rural areas according to the new set of criteria for the period 2021-2025.
Trade and service activities continued to be vibrant in the month, with total retail sales of goods estimated at nearly VND 7.8 trillion (up 24.7% over the same period). Total export turnover in May reached 323.6 million USD (up 8.6%). Tourism promotion and advertising were promoted with many notable activities, such as: Trang An-Ninh Binh Music and Creativity Festival "Forestival" 2025; Ninh Binh Tourism Week "Tam Coc-Trang An Golden Color 2025"... During the month, the whole province welcomed more than 1 million visitors (up 38.5%); the cumulative number in the first 5 months of 2025 is estimated at 6.6 million visitors.
Total state budget revenue in the first 5 months of the year is estimated at VND7,094.3 billion, reaching 34.8% of the estimate, up 1.5% over the same period. Total local budget expenditure is VND12,064 billion, reaching 51.8% of the estimate, up 49.6% over the same period.
The State management of construction and transportation has received attention, focusing on building and completing important plans. In particular, the province successfully coordinated to organize the "Consultation workshop on development orientation of industries - fields, key products, dynamic regions associated with reorganizing development space according to the new administrative unit of Ha Nam - Nam Dinh - Ninh Binh, period 2025 - 2030, vision to 2050" to fully identify and promote all potentials and advantages of Ha Nam - Nam Dinh - Ninh Binh province in planning the new development space after merging the 3 provinces according to the principles of unity, interconnection, connection, strength resonance, division of labor and territorial cooperation.
Cultural, artistic, and sports activities took place vigorously; education, health care, and social security were directed with attention. Implementing the movement to eliminate temporary and dilapidated houses in the province; as of May 27, 2025, the whole province had supported 1,297 households (of which, 863 households were supported to build new houses and 434 households were repaired); construction had started for 1,265 households, accounting for 97.53%.
The work of government building, judiciary, ethnicity, administrative reform, handling complaints and denunciations, and preventing and combating corruption has been focused on; national defense has been maintained; political security and social order and safety have been ensured.
After listening to the report, the delegates discussed and clarified the results achieved in May and the first 5 months of the year, the difficulties and obstacles; at the same time, proposed and recommended solutions to effectively implement the key tasks in the coming time. Focusing on key issues such as: Site clearance, speeding up the progress of important projects; the implementation of eliminating temporary and dilapidated houses; prevention of African swine fever; reviewing, packaging, and handing over data; settling projects, arranging and handling assets, repairing headquarters, etc. when organizing and operating local governments at 2 levels. At the Conference, opinions also focused on discussing solutions to strengthen the work of ensuring security and order, traffic safety, and fire prevention and fighting. In addition, to ensure the growth rate throughout the year, delegates emphasized the need to regularly review and grasp information, promptly remove difficulties and obstacles, support and create favorable conditions for businesses to maintain and develop production and business.
Concluding the Conference, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: Since the beginning of the year, we have carried out our tasks in a very special, challenging and unprecedented context. While drastically implementing the work of arranging administrative units, we have also ensured stable and sustainable socio-economic development. The workload is huge and the pressure is not small, but we have achieved excellent results in all areas. In the first 5 months of the year, industry, services, trade, tourism... all grew well. This achievement once again proves that with high concentration, strong determination, unity of will and consensus of the entire political system, any difficulty, no matter how big, can be overcome.
Regarding the key objectives in the coming time, the Chairman of the Provincial People's Committee requested that it is necessary to prepare in the best and most systematic way for the work of arranging and merging commune-level administrative units, aiming to build a two-level local government model and prepare the Provincial Merger Project. To do this, it is necessary to first do a good job of propaganda and ideological orientation in a broad and effective manner, thereby creating high consensus and unity among all cadres, party members, civil servants, public employees and people of all walks of life in the implementation of arranging administrative units and streamlining the apparatus of the political system.
He also noted the core issues related to the allocation and assignment of staff to newly established communes; the storage, management and digitization of records. Districts need to urgently arrange archives that meet absolute safety standards in all aspects to continue exploiting, using, and managing records, preparing for digitization and handover later. In particular, priority must be given to resolving administrative procedures quickly and most conveniently for people and businesses throughout the process of implementing administrative unit arrangement.
Along with the effective implementation of administrative unit arrangement, the Chairman of the Provincial People's Committee also emphasized the need to prioritize strongly promoting economic growth. Maximizing resources, proactiveness, creativity, flexibility, innovation, and sense of responsibility of all levels and sectors; taking people and businesses as the center; proactively and promptly removing difficulties and obstacles of people and businesses. Focusing on reviewing and evaluating synchronously and comprehensively in all fields to have solutions to accelerate and make breakthroughs in the province's socio-economic development, ensuring the completion of the province's growth target of 12% in 2025.
Regarding the specific tasks of each sector and locality, the Chairman of the Provincial People's Committee assigned the Department of Finance to effectively manage the budget, pay attention to transferring capital, and advise on the use of regular expenditure capital of districts, cities, departments and sectors in the spirit of supporting districts and cities to pay off outstanding debts for basic construction; allocate capital for urgent projects that need to be completed in 2025; advise on financial support for communes to repair new headquarters; advise and direct to focus on accelerating the progress of starting construction and completing a number of important projects such as: student dormitories; public housing; museums, libraries, Provincial Party Committee guest houses; administrative centers; waste treatment plants...
