Celebrating the 95th anniversary of the founding of the Da Nang City Party Committee (March 28, 1930 - March 28, 2025) - Part 4: Arousing aspirations, unleashing development resources

The “leverage” for Da Nang’s development starts from breakthrough policies from the Central Government. The most prominent of which is Resolution 43-NQ/TW of the Politburo on building and developing Da Nang to 2030, with a vision to 2045 - a political document with important, long-term orientation, opening up many opportunities and great potential for Da Nang city to develop in the new period.

During the 5 years of implementing Resolution 43-NQ/TW, the city promptly issued 12 specialized programs and plans to concretize the resolution with 525 tasks.

Thanks to that, Da Nang has recorded many important achievements in all fields, especially in coordinating with central agencies to submit to competent authorities for consideration and promulgation of policies, mechanisms, plans such as Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of urban government model and specific mechanisms and policies for the development of Da Nang city; Decree No. 34/2021/NDCP dated March 29, 2021 of the Government on detailed regulations and measures to implement Resolution No. 119/2020/QH14; Decision No. 1287/QD-TTg dated November 2, 2023 of the Prime Minister approving the Da Nang City Planning for the period 2021-2030, with a vision to 2050...

Breakthrough strategic policies contribute to city development

At the same time, the city also closely follows and closely links the implementation of Resolution No. 26-NQ/TW of the Politburo (13th tenure) on socio -economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045, with many important orientations such as building Da Nang into a regional-scale international financial center; developing marine economy, airports associated with logistics services and a regional-scale international financial center; becoming the nucleus of a specialized medical center, a center for culture, arts, scientific research and human resource training; building Da Nang University into a National University and recently, the city has been actively focusing on training human resources in the fields of microchips, semiconductors and artificial intelligence.

Therefore, despite the Covid-19 pandemic and global economic fluctuations, Da Nang still maintains an impressive GRDP growth rate. The structure has shifted towards modernization with the service sector accounting for more than 70% of GRDP.

Da Nang has continuously achieved many important results in applying information technology, digital transformation, and building a Smart City; national defense and security have been maintained, and people's lives have continued to improve with many new humane policies.

These are important bases affirming the correctness of the Party's policies and orientations on socio-economic development of Da Nang city and also demonstrating that Resolution No. 43-NQ/TW is gradually coming into life, creating momentum for the city to develop rapidly and sustainably in the coming time.

From the positive effects of Resolution No. 43-NQ/TW, on May 13, 2024, the Politburo issued Conclusion No. 79-KL/TW on continuing to implement Resolution No. 43-NQ/TW dated January 24, 2019 of the Politburo (12th tenure) on building and developing Da Nang city to 2030, with a vision to 2045, creating a basis for the National Assembly to issue Resolution No. 136/2024/QH15 dated June 26, 2024 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

With Resolution No. 136/2024/QH15, Da Nang is piloting many priority mechanisms and policies on financial management and state budget; investment in construction and business of infrastructure such as seaports; mechanisms to attract strategic investors, especially in industries and fields such as innovation, research and development (R&D), data, semiconductors, artificial intelligence; mechanisms and policies on investment, management and exploitation of Da Nang Free Trade Zones, etc.

With Resolution No. 136/2024/QH15, Da Nang is piloting many preferential mechanisms and policies.

Speaking at the Conference on dissemination and implementation of Resolution No. 136/2024/QH15 of the National Assembly held in Da Nang at the end of August 2024, Prime Minister Pham Minh Chinh affirmed that the development of Da Nang and the implementation of Resolution 136 of the National Assembly have a full political, legal and practical basis with the resolutions of the National Congresses of the Party, the resolutions of the Central Committee, the theoretical system on socialism and the path to socialism in Vietnam has been basically formed. This is the basis for confidence in innovation, creativity, creating a faster and more drastic breakthrough in the development of Da Nang.

“Resolution 136 is very important for Da Nang's breakthrough and leadership. Therefore, to implement it, the ideology must be clear, the determination must be high, the effort must be great, the action must be drastic, focused, and decisive, and each task must be completed; what is said must be done, what is committed must be done; only discuss doing, no retreat, what is done must be achieved, what is discussed must be clear, what is determined must be successful, what is launched must be victorious. This spirit must be consistent throughout the entire political system and spread to the people and businesses,” Prime Minister Pham Minh Chinh emphasized.

By the end of 2024, Da Nang continued to receive good news when the Politburo issued Notice No. 47-TB/TW, agreeing to establish a comprehensive international financial center in Ho Chi Minh City and a regional financial center in Da Nang.

In particular, from now until 2030, 8 groups of policies will be issued and immediately implemented in accordance with international practices, suitable for Vietnam's conditions and need to be applied immediately. At the same time, 6 groups of policies will be piloted in major financial centers around the world, but there needs to be a roadmap for application to suit the actual conditions in Vietnam.

From 2030 to 2035, the organization will fully implement the common policy groups in major financial centers around the world, in accordance with the actual conditions in Vietnam.

This framework roadmap is for guidance purposes only; the implementation process needs to be accelerated as quickly as possible. If the opportunity is favorable and the conditions are ripe, it can be done immediately, faster than the next steps, without waiting in order.

In Notice No. 47-TB/TW dated November 15, 2024, the Politburo also emphasized: “Agencies must determine high political determination, make great efforts, and take drastic actions in organizing the implementation of this important project. This is not just a private matter or achievement of Ho Chi Minh City and Da Nang City, but the responsibility and achievement of the whole country; therefore, the political system must participate in the implementation. The contents of the project need to be implemented drastically, synchronously, consistently, in the spirit of strong innovation to make a breakthrough; agencies from the central to local levels must coordinate synchronously, closely, and implement the work on schedule and on schedule”.

The policies issued by the Central Government in recent times have "added wings" for Da Nang to fly high, creating a solid foundation for economic development in the new period.

For a long time, many issues and projects in the city have been stalled due to problems related to planning and inspection conclusions, affecting investment attraction as well as retaining investors who have been attached to Da Nang.

Departments, agencies and sectors have also sat down together and made efforts to find solutions to remove difficulties and obstacles within their jurisdiction. The city also focused on solutions to remove difficulties and support businesses in reviewing planning, legal basis and financial obligations.

As of March 2025, the city has 386 domestic investment projects outside industrial parks, hi-tech parks, and IT parks with a total investment capital of VND 274,764.804 billion, 398 domestic projects in industrial parks, hi-tech parks, and IT parks with a registered investment capital of VND 35,822.32 billion, 01 domestic project (investing in the construction of infrastructure of Hoa Ninh Industrial Park), registered investment capital of VND 6,203.5 billion and 1,035 projects with FDI capital with a total investment capital of more than 4.584 billion USD.

Da Nang is focusing on unlocking investment resources.

In 2024, the city will also focus on accelerating the progress of establishing, appraising, approving and announcing zoning plans; to date, 9/9 urban zoning plans and 6/10 functional area construction zoning plans have been approved. Along with that, many key traffic works have been inaugurated such as: DT 601 route; DH2 route and Western Ring Road 2 section from Road No. 8, Hoa Khanh Industrial Park to Hai Van - Tuy Loan bypass; upgrading and embellishing the City Memorial and renovating and expanding 29/3 Square;... By the end of 2024, 10/38 projects have started construction on schedule, 12/40 projects have been completed on schedule.

Not only removing bottlenecks in policy mechanisms, after many efforts to petition the Central Government to remove them, Da Nang now has an important legal basis to resolve problems related to projects and land in the inspection, examination and judgment conclusions that have been pending in the past.

Chairman of the City People's Committee Le Trung Chinh informed that in recent times, implementing the recommendations of the Inspectorate, Da Nang City has mobilized many resources and drastically implemented remedial measures. In particular, the leaders of the City People's Committee participated as members of the Prime Minister's Working Group in Decision No. 153/QD-TTg dated January 29, 2022.

At the same time, the city also established a Working Group to deploy and implement Conclusion No. 77-KL/TW dated May 2, 2024 of the Politburo on the Project "Plan to remove difficulties and obstacles related to projects and land in the Conclusions of Inspection, Examination, and Judgments in a number of provinces and cities" in Da Nang city.

General Nguyen Tan Cuong, Deputy Minister of National Defense, worked with Da Nang city regarding the conversion of defense land use purposes to implement a number of key and dynamic projects in the city.

The working group is headed by Chairman of the City People's Committee Le Trung Chinh; Permanent Vice Chairman of the City People's Committee Ho Ky Minh and Vice Chairman of the City People's Committee Le Quang Nam as Deputy Heads. Members are leaders of relevant departments, branches and units. The standing agency of the working group is the Department of Natural Resources and Environment.

According to the Chairman of the City People's Committee, in recent years, Da Nang has achieved many important achievements in creating breakthroughs in planning and changing the urban appearance in a modern direction.

In the period 2012 - 2020, the city has had 4 conclusions of the Government Inspectorate and 3 criminal appeal judgments. Specifically, in Son Tra peninsula, there are 13 projects that have not been able to complete procedures on investment, planning, and land; the whole city has 1,313 cases related to the granting of land use right certificates for production and business purposes but granted for a long term...

From 2022 to present, the City Party Committee, People's Council, People's Committee of Da Nang City, together with relevant departments and branches, have actively participated, proactively reviewed, advised the Government to submit to the Central Government to resolve and remove long-standing problems.

Investment in the construction of the overall Lien Chieu port project with an investment capital scale of 45,000 billion VND or more

After many efforts, on November 30, 2024, the city continued to untie the knot when the National Assembly issued Resolution 170/2024/QH15 dated November 30, 2024 on Special mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.

According to Party Central Committee member and City Party Secretary Nguyen Van Quang, continuing the process of organizing and developing relevant policy documents on removing obstacles to projects and land, Da Nang City has been clearly demonstrating its determination and consensus in directing and organizing implementation.

“We have determined together that these policies to remove obstacles are very good opportunities, the foundation to promote the city to develop more rapidly. Organizing the implementation of conclusions, Resolutions, Decrees and plans related to specific mechanisms and policies to remove difficulties and obstacles related to projects and land in the conclusions of inspections, examinations and judgments in Da Nang city is a key task in 2025 and the entire period of 2025-2030, we must focus on implementing drastically, striving to complete as soon as possible and as quickly as possible the contents that the Central Government has assigned to the city”, emphasized Secretary of the City Party Committee Nguyen Van Quang.

With a forward-looking mindset, Da Nang strives to find new directions and prepare infrastructure to attract investment in high-tech fields such as artificial intelligence and semiconductors. Da Nang aims to become one of the three largest semiconductor and microchip centers in Vietnam by 2030, forming a high-quality human resource training network associated with the synchronous development of the semiconductor and microchip ecosystem.

Da Nang focuses on three breakthrough directions: policy, human resources and infrastructure. In particular, Da Nang focuses on and takes advantage of all resources to train and attract at least 5,000 high-quality human resources for the microchip, semiconductor and artificial intelligence industries.

At the 21st session of the X City People's Council, term 2021-2026, the City People's Council approved many important policies to develop the semiconductor microchip sector. In particular, the city plans to spend nearly 900 billion VND in the 2025-2030 period to develop human resources in the semiconductor microchip and artificial intelligence (AI) sector.

In addition to the human resource goal, Da Nang focuses on developing infrastructure systems and has outstanding incentive policies to attract strategic investors and leading international experts to invest and do business.

By the end of 2024, the world's leading semiconductor and microchip design companies such as Synopsys, Marvell, and Renesas will be present in Da Nang. Large corporations such as Nvidia, Qualcomm, Intel, and Mediatek have come to survey investment opportunities in Da Nang and are planning to cooperate in training high-quality human resources in the city.

The road ahead will have advantages but also many difficulties and challenges, but with many different potentials, outstanding opportunities, competitive advantages, both in nature, people and cultural and historical traditions, the Party Committee, government and people of the city will unite and bring the city to develop quickly and strongly, while accelerating breakthroughs.
