In this amendment to the Press Law, the Government has put forward four major policy groups: First is to strengthen the management of press activities; Second is to improve the quality of journalists; Third is to develop the press economy ; Fourth is to regulate press activities in cyberspace. In particular, there are many new points focusing on the issue of developing the press economy .
The draft Law on Press (amended) supplements regulations on new sources of revenue for press agencies, including: Revenue from selling the right to view press works; Revenue from allowing the exploitation and use of press works; Revenue from linking in press activities; Revenue from providing public career services assigned, ordered, and bid by competent state agencies; Revenue from people who need to publish scientific research articles to have funds to review, complete, and improve the quality of articles.
National Assembly Delegate (NAD) Nguyen Thi Mai Thoa (Hai Phong delegation) said that the new regulations on revenue sources are expected to help press agencies increase their autonomy and resolve economic difficulties in the press.
Accordingly, regulations on the assignment of tasks and orders by the State to press agencies for political tasks assigned by the State, especially in important and necessary fields such as culture, foreign affairs, national defense, security and areas with difficult socio-economic development conditions.
The second content is that the law allows press agencies to cooperate and associate with organizations and individuals registered to operate in appropriate fields.
"With these regulations, it is hoped that in the coming time, the level of autonomy of press agencies will be increased. At the same time, the economic difficulties of press agencies will be resolved" - delegate Thoa expressed his opinion.
Another issue that National Assembly deputies are concerned about is the issuance of press cards. Delegate Ta Thi Yen (Dien Bien delegation) said that the draft Law stipulates that those who are granted a card for the first time must have worked continuously at a press agency for two years or more up to the time of card issuance and have attended a professional training course and professional ethics organized by the Ministry of Culture, Sports and Tourism in coordination with the Vietnam Journalists Association.
Delegates believe that this regulation is necessary to improve the quality of journalists. However, from the perspective of reforming administrative procedures and reducing "sub-licenses", this regulation is not consistent with the general policy of the Government.
At the same time, adding a mandatory requirement to take a professional training and ethics course will create a new administrative procedure, increasing costs, time and burden for journalists .
Therefore, delegate Ta Thi Yen suggested that the drafting agency should study and consider not requiring reporters and editors to attend training courses before being granted cards.
On the same day (November 24), the National Assembly also discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Intellectual Property.
