The conference was held directly at the provincial bridge and online to the bridge points of communes and wards in the province. Attending the bridge points of communes and wards were Party Secretaries, Chairmen and Vice Chairmen of the People's Committees of communes and wards; and representatives of leaders of specialized departments and offices.
According to the report at the Meeting, in 2025, all levels, sectors, localities and units have made efforts to overcome difficulties, closely following the Central's directives, the GRDP growth scenario in 2025 and the actual situation of the province to carry out socio -economic development tasks, ensure security and defense to achieve the growth target of 8% and achieve many positive results.
There are 10 economic indicators that increased compared to the same period, such as: The growth rate of total product in the area reached 8.2% (exceeding the plan by 0.2 points). GRDP per capita is about 65.5 million VND (exceeding the plan by 6.7 million VND). Budget revenue in the area reached 3,100 billion VND (exceeding the plan by 30.5%)...
Of which, the industrial production value (2010 comparative price) is estimated to reach VND 9,503 billion in 2025, exceeding the annual plan by 4.9%, up 10.6% compared to 2024; all industrial products have reached and exceeded the increase plan compared to 2024; the electricity production industry is still the key sector, accounting for a large proportion of the province's industrial production value. Import-export activities continue to be a bright spot with an increase of 98.2%, far exceeding the plan. In particular, the export value of local goods increased by 13.2%, demonstrating the rise of key agricultural products and processing industry. Tourism also recorded positive signals with the total number of visitors increasing by 8.5%, contributing to the recovery of the service economy and promoting the image of Lai Chau. Infrastructure continues to be improved. Up to now, 100% of villages and hamlets have convenient roads for motorbikes or cars, creating important conditions for trade, rural development and improving people's lives.
The cultural and social fields achieved many outstanding results. The health insurance coverage rate reached 95%; child nutrition indicators continued to decrease compared to the previous year, in which underweight malnutrition was 14.46% and stunting was under 19.93%. Poverty reduction work was implemented drastically and effectively, helping the poverty rate in the whole province to decrease by 3.68%, exceeding the annual target. Meanwhile, the labor market also had positive changes, with 9,493 workers finding new jobs, 7,325 workers receiving vocational training, bringing the rate of trained workers to 62.4%. Environmental protection work had many advances when the rate of collection and treatment of household waste in communes and wards reached 77.36%, exceeding the plan.
At the meeting, delegates spent a lot of time summarizing the results achieved, pointing out the limitations and difficulties in some difficult-to-achieve targets, discussing solutions for the coming time; at the same time, focusing on discussing some contents such as: Building schools for border communes to ensure progress; eliminating temporary houses, dilapidated houses...
Concluding the meeting, Comrade Tong Thanh Hai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee emphasized: In order to well perform the socio-economic development tasks in the last months of 2025, the Provincial People's Committee requires the provincial departments, branches and sectors; People's Committees of communes and wards to make efforts, be proactive and determined in performing the assigned work and tasks to ensure progress and quality, promptly report to the Provincial People's Committee on difficulties and problems, and at the same time focus on implementing a number of contents such as: Heads of provincial departments, branches and sectors; Chairmen of People's Committees of communes and wards seriously focus on reviewing and proposing solutions to strive to complete targets that are low and at risk of not achieving the plan. Organize synchronous implementation of solutions to promote GRDP growth. Investors focus on promoting disbursement of public investment capital in the remaining days of 2025, especially investors assigned large capital but with low disbursement rates.
Assign the Heads of provincial departments, branches and sectors to seriously absorb the opinions of the Provincial Party Committee, Provincial People's Committee and Provincial Party Committee to complete the content to submit to the Provincial People's Council to ensure quality and time as required. Continue to implement measures to prevent and control African Swine Fever; urge and guide localities to develop concentrated livestock farming on a farm and household scale while ensuring disease safety; deploy and guide measures to prevent and combat hunger and cold for crops and livestock, measures to manage and protect forests, prevent and fight forest fires in the dry season of 2025 - 2026.
At the same time, focus on preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in the province; urgently complete investment procedures to submit for approval 03 projects of inter-level primary and secondary boarding schools in 3 communes of Bum Nua, Hua Bum, Dao San to ensure conditions for allocating central budget capital; prepare conditions to start construction of 06 schools for border communes in the first quarter of 2026. The Department of Finance presides over and coordinates with provincial departments, branches, sectors and People's Committees of communes and wards to prepare contents to submit to the Provincial People's Committee to assign socio-economic development targets and budget estimates for 2026 to agencies, units and localities immediately after the Provincial People's Council approves the Resolutions submitted at the 34th Session. At the same time, advise the Provincial People's Committee to organize a Conference to assign plans for 2026 to ensure requirements.
He requested the departments and branches assigned to preside over the drafting of the Provincial Party Committee's Resolutions to urgently coordinate with agencies and units to speed up the progress of advising the Provincial People's Committee to report to the Provincial Party Committee and submit to the Provincial Party Committee to ensure the time according to the Action Program to implement the Resolution of the 15th Provincial Party Congress, term 2025 - 2030.
