In the 2022-2023 school year, 6 provinces/cities will participate in the pilot of the new Preschool Education Program (PEP), including Ho Chi Minh City and representatives from other regions (the remaining provinces and cities are Thai Nguyen, Ninh Binh, Nghe An, Kon Tum , and Dong Thap).
According to the plan of the Vietnam Institute of Educational Sciences, the Ho Chi Minh City Department of Education and Training will pilot the new Preschool Education Program in some groups and classes in favorable and difficult areas in Ho Chi Minh City. The pilot process includes 2 phases: phase 1 from November to December 2022; phase 2 from February to May 2023.

CHILDREN ARE FREE TO CHOOSE THEIR PLAY CORNER
We were present during a playtime of 5-6 year old children at Ward 14 Kindergarten (Ward 14, District 11, Ho Chi Minh City), one of the preschool educational institutions in Ho Chi Minh City piloting the new Early Childhood Education Program. At this school, children are free to choose their own play corners. From corners such as "getting acquainted with writing", "children having fun learning math", "literature corner", "role-playing corner"... children are free to be creative with their own way of playing. From the play corners, children can apply and review the knowledge they have taught in class. Ms. Le Thi My Duyen, Principal of the school, showed us that in the role-playing corner of the group of preschool children, the children were setting up a dining table with dishes that she and the children made themselves from recycled materials, felt, and paper, simulating a familiar dimsum breakfast of a Chinese family in Cho Lon.
Ms. My Duyen said that one of the requirements of the new Early Childhood Education Program is that schools and teachers flexibly develop plans for nurturing, caring for, and educating children in accordance with their life experiences, abilities, and local realities. Ward 14 Kindergarten is located in a residential area with many ethnic Chinese people living there. Many of the children attending the school are ethnic Chinese, so the provision and arrangement of toys in children's activities in class also has a cultural educational value, in accordance with the local reality.
APPROACHING CHILDREN'S ABILITIES AND QUALITIES
According to the Ministry of Education and Training, the new Preschool Education Program is built on the basis of inheriting and developing the advantages of the current Preschool Education Program. The program demonstrates the goals of Preschool Education, stipulates requirements for the content and methods of Preschool Education, and evaluates children's development. The program includes basic, core content that is oriented to help teachers proactively and flexibly develop plans for nurturing, caring for, and educating children in accordance with their life experiences, abilities, local and regional realities, and inclusive education for children with disabilities.
Children learn math through games
A representative of the Ho Chi Minh City Department of Education and Training said that the new Early Childhood Education Program is built in the direction of approaching children's abilities and qualities, orienting them emotionally and socially, and connecting nursery and kindergarten education with the 2018 General Education Program.
Up to now, the draft of the new Preschool Education Program continues to be adjusted and updated based on specific comments, assessments and suggestions from localities during the pilot implementation process at the units.
Ms. Le Thi My Duyen said that according to the current Early Childhood Education Program, nursery schools have 4 areas (physical - cognitive - language - emotional development, social skills and aesthetics); kindergartens have 5 areas (physical - cognitive - language - social emotions - aesthetics). As for the draft of the new Early Childhood Education Program, both nursery schools and kindergartens have 6 educational areas (physical; emotional - social; language; scientific - technological exploration; math and art). With the draft of the new Early Childhood Education Program, children at nursery age have been introduced to math. In particular, the field of scientific and technological exploration in the draft of the new Early Childhood Education Program is in line with the trend of social development, preparing digital capacity for preschool children.
Need to develop specific training and development roadmap
Responding to Thanh Nien reporters, the Ho Chi Minh City Department of Education and Training said it has proposed a number of ideas on the preparation steps of units to effectively implement the new Preschool Education Program.
The Ho Chi Minh City Department of Education and Training believes that it is necessary to develop a specific training and development roadmap for the team of managers and preschool teachers. At the same time, it is necessary to promote the application of information technology in learning and sharing exchanges on mass media. "It is necessary to develop a set of documents guiding the implementation of the Preschool Education Program to support managers and teachers in researching and implementing effectively. Preschool teacher training institutions should pay attention to innovating training programs that are closer to reality to go hand in hand with the city's preschool education level," the Ho Chi Minh City Department of Education and Training recommended.
Meanwhile, representatives of preschools piloting the new preschool program in the past also proposed many ideas about the preparation steps of the units, especially human resources and facilities. According to the Principal of Ward 14 Kindergarten, District 11, the school's facilities (playground, children's environment, toys, technology applications for teaching and playing of children...) must meet the requirements of the new program.
