
The workshop was attended by experts, researchers, managers and cultural and communication practitioners from many agencies, research institutes, associations and training institutions.
The draft document submitted to the 14th National Party Congress is receiving attention, response and enthusiastic contributions from cadres, party members and people of all walks of life. This is an important political event, demonstrating the spirit of gathering the wisdom of the whole society, contributing to the strategic orientation of the country's development in the new era - the era of national development, building a rich, civilized, prosperous and happy Vietnam, towards the goal of becoming a developed, high-income country by 2045.
In his opening speech, Editor-in-Chief of the Hoang Ha Culture and Arts Magazine emphasized: With many new and breakthrough viewpoints, demonstrating an important development in the Party's theoretical thinking, the draft documents of the 14th Party Congress pose an urgent need to be researched, analyzed, and interpreted from a scientific perspective, contributing to the completion of the draft documents and at the same time proposing solutions to quickly bring the Party's policies into life after the documents are approved by the 14th Party Congress.

At the workshop, delegates focused on analyzing and clarifying new perspectives on building and developing Vietnamese culture and people in the draft documents of the 14th National Congress.
Associate Professor, Dr. Pham Duy Duc - former Director of the Institute of Culture and Development, Ho Chi Minh National Academy of Politics emphasized: In the context of globalization, digital transformation and increasingly strong competition for global values, the Party's continued affirmation and development of its views on culture has special significance. The draft Political Report submitted to the 14th Congress dedicated Part V with the title "Strong and comprehensive development of Vietnamese culture and people" clearly demonstrates the strategic vision of considering culture as an endogenous strength, a spiritual foundation and a regulatory system for sustainable national development.

In particular, the draft affirms: "Building and developing an advanced Vietnamese culture, imbued with national identity, synchronously on the foundation of the national value system, cultural value system, family value system and Vietnamese human standards. This is a new step in theoretical thinking, when culture is placed in a dialectical relationship with the value system, people and national development. The four layers of value systems are established not only as ethical-social orientations but also as a fundamental conceptual framework for formulating policies for cultural, educational, economic and political development in the new period".
Presenting a new perspective on building and developing Vietnamese culture and people in the draft, Associate Professor, Dr. Nguyen Toan Thang - former Director of the Institute of Culture and Development, Ho Chi Minh National Academy of Politics, said: The leading driving force and development resource of the country in the new era is endogenous strength, with patriotism, self-reliance, self-reliance, the strength of great national unity and the aspiration to develop a prosperous and happy country.
To form that strength, the draft document of the 14th Congress puts forward the viewpoint of having to "synchronously" carry out the process of "Building and developing an advanced Vietnamese culture imbued with national identity..." "on the foundation of national values, cultural values, family values and Vietnamese human standards"; establishing a dialectical relationship between the national value system - cultural values - family values - Vietnamese human standards, considering this a structure that is closely linked, interactive, and mutually influencing each other at both the macro and micro levels.

Accordingly, the task of building a system of national values, a system of cultural values and standards for Vietnamese people must be associated with preserving and developing the system of family values in the new period, inheriting and promoting thousands of years of historical traditions of building and defending the country.
At the workshop, discussions also focused on analyzing, explaining, and clarifying many new contents in the draft document such as:
Cultural regulation system: Culture is seen as a factor that guides, regulates and orients activities of social life; it is necessary to study the relationship between cultural regulation and legal adjustment to build a civilized and prosperous society.
Developing cultural industries: Proposing breakthrough solutions to transform cultural soft power into national competitiveness, making cultural industries a key economic sector with international competitiveness.
Heritage economic development: Finding a harmonious solution between conservation and development, proposing an advanced management model, applying information technology and digital transformation.
Solutions for cultural and artistic human resources: Overcoming the shortage of human resources in specialized art training, improving policies on treatment and promotion of talented artists, especially grassroots artists.
The opinions and discussions at the workshop will be compiled, reported and recommended by the organizing committee to the Ministry of Culture, Sports and Tourism for consultation and proposal to the Party and State in the process of completing the draft documents of the 14th Party Congress and developing action plans and programs to implement the Resolution of the 14th Congress.
