Priority projects
After the merger of the province and the 2-level local government came into operation from July 1, 2025, if moving from the old Vinh Phuc provincial center to the administrative center of Phu Tho province in Viet Tri ward is only about 20km, you can choose to go by National Highway 2 or Noi Bai-Lao Cai expressway, but the route from Hoa Binh - Viet Tri is up to 70-80km (depending on the route), the road is narrow and bad, passing through many densely populated areas, so it is difficult to move, taking about 2-3 hours.
To facilitate travel for people between Viet Tri and Hoa Binh, promote trade, cultural exchange, and regional connectivity to develop the Northern midland and mountainous region, the leaders of Phu Tho province have directed priority investment in the construction of this route from the very beginning.

At the first conference on July 1, the Standing Committee of Phu Tho Provincial Party Committee concluded and issued Notice No. 02-TB/TU; in which the Department of Construction was assigned to study and invest in building a road from Hoa Binh ward to Viet Tri ward with a scale commensurate with the position and stature of Phu Tho province. This is a priority task, to solve travel needs, at the same time expand space, promote socio- economic development...
At the same time, the leaders of the Provincial Party Committee and the Provincial People's Committee directly went with relevant officials to survey and listen to reports on feasible options. As a result, the Phu Tho Department of Construction prepared a report presenting 3 options for the Provincial Party Committee, the Provincial People's Committee, and relevant departments, experts... to comment, discuss and choose.
Accordingly, Option 1: Build a connecting road combined with upgrading Road 317G to a level 3 or 2 road with a design speed of 80km/h; the linear length from National Highway 32C to the center of Hoa Binh ward is about 54.1km (including Vinh Lai bridge, about 1,397m long). Option 2: Build an expressway from Viet Tri ward to the IC-02 intersection of CT 03 expressway, in Da Bac commune, with a total route length of about 52km. Option 3: Build an expressway to Tan Hoa ward; the linear length from National Highway 32C to the center of Hoa Binh ward is about 56km.

Finalize the plan to build the highway
After nearly 3 months of surveying, researching and consulting, the Party Committee of Phu Tho Provincial People's Committee has selected to submit to the Standing Committee 2 most feasible options. Option 1: Investing in the construction of a new route from Viet Tri - Hoa Binh, total length 56km, connecting Noi Bai - Lao Cai Expressway with Hoa Binh - Son La Expressway, scale 2.5 lanes on each side, investing in construction and passing Vinh Lai Bridge, design speed 100km/h. The starting point of the route is on National Highway 32C avoiding Viet Tri City, in Ban Nguyen Commune; the end point of the route is at the intersection of Tran Quy Cap Street and Hoa Binh Street in Tan Hoa Ward. The advantage of the option is that it passes through less residential areas, mainly agricultural land, so it is more convenient in site clearance. If invested in the form of BOT, the payback period is about 28 years; the total investment is about 15,967 billion VND.
Option 2: Invest in the Viet Tri-Hoa Binh route based on expanding and upgrading existing provincial roads, including Provincial Road 317G and National Highway 70B, to connect to Hoa Binh, with a total length of 54.1km and a design speed of 80km/h. The advantage of this option is that it is shorter in length and requires less investment, but the disadvantage is that it passes through many residential areas. The total investment is about 7,624 billion VND lower, implemented with public investment capital.
Based on careful consideration and analysis of the advantages and limitations of each option, on October 27, the Standing Committee of Phu Tho Provincial Party Committee held a meeting and finalized Option 1 to invest in the expressway connecting Viet Tri - Hoa Binh. With this Option, a new route will be invested in to ensure synchronization, modernity and long-term connectivity in regional traffic infrastructure.

Speaking at the meeting, Phu Tho Provincial Party Secretary Truong Quoc Huy agreed to choose the investment plan to build a new road; requested the Provincial Party Committee to direct the Department of Construction to urgently study and complete the route plan, in which priority is given to minimizing the passage through spiritual areas and residential areas to minimize the impact on people's lives and local cultural spaces. At the same time, assigned the Department of Agriculture and Environment to coordinate with the Department of Finance to conduct a thorough survey of material sources, study the plan to use materials in the closest direction, proactively supply sources, to optimize investment costs, ensure sustainability, convenience and savings during the implementation process.
The Provincial Party Secretary also emphasized that during the implementation process, it is necessary to closely coordinate with a competent and reputable consulting unit, conduct a thorough topographic and geological survey, because in reality, good consulting quality will help minimize adjustments during the project implementation process. Regarding procedures, the Provincial Party Committee directed the relevant agencies to urgently complete the dossier, make local adjustments to the provincial planning, strive to submit the investment policy for approval in January 2026, creating a legal basis for the project to be implemented on schedule and with the highest efficiency.
