Under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly continued to discuss in the Hall on 04 contents: (1) Results of implementing the socio- economic development plan for 2025, expected socio-economic development plan for 2026; (2) Results of implementing the National Assembly's resolutions on the 5-year plan for the period 2021-2025: socio-economic development; restructuring the economy; (3) Issuance of documents to handle difficulties in arranging the apparatus, decentralization, and delegation of powers; (4) Implementation of the Constitution, laws, and resolutions of the National Assembly; ordinances and resolutions of the National Assembly Standing Committee in 2025.
At the discussion session, 10 National Assembly delegates spoke; in which, delegates unanimously assessed that in 2025, the country's socio-economic situation continued to achieve many important and comprehensive results in most areas: stable macro-economy, controlled inflation; social security was concerned, people's lives were gradually improved; the work of building and perfecting laws, arranging and organizing the apparatus to implement the 2-level local government model was deployed synchronously and effectively... Besides, delegates' opinions also frankly pointed out the difficulties and shortcomings that need to be promptly overcome such as: labor productivity and competitiveness of the economy have not met requirements; efficiency of public investment, capital disbursement and innovation have not met expectations; credit, gold and real estate markets are still difficult, need comprehensive solutions. Delegates also requested the Government, ministries, branches and localities to respond flexibly and synchronously between fiscal and monetary policies, exchange rate management, and appropriate interest rates, ensuring macroeconomic stability; effectively implementing the Politburo 's key resolutions; promoting scientific and technological breakthroughs, innovation and digital transformation; developing digital economy, green economy, and artificial intelligence, contributing to improving production capacity, quality and competitiveness of the economy.
During the discussion, Deputy Prime Minister Le Thanh Long and Minister of Health Dao Hong Lan spoke to explain and clarify a number of issues raised by National Assembly deputies.

(1) The implementation of the state budget in 2025, the state budget estimate, the central budget allocation plan in 2026 (including the 3-year state budget-finance plan 2026-2028; the implementation of the state budget public investment plan in 2025, the expected state budget public investment plan in 2026; the implementation of the 2025 financial plan, the expected 2026 financial plan of the extra-budgetary state financial funds managed by the central government).
(2) Results of implementing the National Assembly's resolutions on the 5-year plan for the 2021-2025 period; medium-term public investment; national finance and public borrowing and debt repayment; expected plans: national 5-year finance for the 2026-2030 period; medium-term public investment for the 2026-2030 period.
At the discussion session, 26 National Assembly delegates spoke, specifically:
- Regarding the implementation of the state budget in 2025, the state budget estimate, and the central budget allocation plan for the year: The delegates' opinions basically agreed with the content of the Government's Report and the Verification Report of the National Assembly's Economic and Financial Committee; assessed that the positive results of the socio-economic development situation in 2025 had a great contribution from the national financial and monetary policies. In addition, the delegates focused on discussing: raising the state budget revenue rate, increasing expenditure for development investment; increasing regular expenditure for communes to create conditions for localities to stabilize the local government model; small and medium-sized enterprise development fund; the process of preparing and implementing the state budget estimate; the issue of innovating public investment capital management, innovating thinking on public finance management, national financial management; At the same time, it points out the causes and limitations in state budget revenue and expenditure such as: the budget revenue and expenditure structure is still unsustainable, new revenue sources have not been effectively exploited while regular expenditure still accounts for a high proportion; the budget revenue estimates are not close to reality; the use of excess budget revenue is still scattered and proposes solutions to increase state budget revenue...
- Regarding the results of implementing the National Assembly's resolutions on the 5-year plan for the period 2021-2025; medium-term public investment; national finance and borrowing and public debt repayment; plans for the 5-year national finance for the period 2026-2030; medium-term public investment for the period 2026-2030: The delegates' opinions basically agreed with the Government's Report on the results of implementing the National Assembly's Resolutions; at the same time, pointed out limitations such as: the disbursement rate of public investment capital has not met the requirements; public investment is still slow due to poor project preparation, fluctuations in raw material prices, and problems in site clearance. The delegates also proposed many solutions to remove bottlenecks in public investment disbursement such as: extending the disbursement time for projects with many problems; promoting decentralization and delegation of power to localities; continuing to train human resources, promoting the application of digital transformation; perfecting institutions and relevant legal regulations, enhancing public financial management capacity...
During the discussion, Prime Minister Pham Minh Chinh and Deputy Prime Minister Le Thanh Long spoke to explain and clarify a number of issues raised by National Assembly deputies.
