National Assembly Delegate: Increase salary to ensure living standards and attract talent

According to National Assembly delegates, adjusting the basic salary increase will contribute to ensuring the lives of salary earners and attracting and employing talented people to work in state agencies.

Regarding the proposal to adjust the basic salary increase from January 1, 2026, in discussions on the sidelines of the National Assembly on October 30, a number of delegates expressed their agreement and said that this is a completely reasonable proposal in the current context.

The adjustment to increase the basic salary will contribute to ensuring the lives of those receiving the salary and emphasize the policy of attracting and employing talented people to work in agencies, organizations and units of the Party and State.

According to delegate Tran Quang Minh (Quang Tri), the adjustment of the basic salary increase depends on many factors. In addition to the national budget resources, the adjustment of the basic salary increase also depends greatly on the Job Position Project developed by the Ministry of Home Affairs .

In case the Ministry of Home Affairs' Job Position Project is completed and approved by the Government , the adjustment to increase the basic salary will be implemented synchronously with this Project.

This is the most expected and most feasible option. However, the current reality shows that the current salary is not enough to ensure the lives of most salary earners in the context of complicated inflation and escalating prices.

Especially those who have just graduated and are recruited to work in State agencies. With low salaries, the income of these people is also very limited while having to cover many expenses to maintain their lives, forcing them to do other jobs such as shipper (delivery), online sales or jobs unrelated to their expertise and profession.

"This is the reality we have to witness every day," said delegate Tran Quang Minh, adding that it is necessary to soon have a policy to adjust and increase the basic salary to ensure the lives of those receiving the salary and realize the policy of attracting and promoting talented people to work in agencies, organizations and units of the Party and State.

"If the salary ensures the living standards of workers, it will create attraction and attract talented people to contribute to the country, creating a high-quality labor force, avoiding the brain drain that has happened," said a delegate from Quang Tri.

According to the delegate, in parallel with adjusting the basic salary increase, it is also necessary to study a plan to ensure that there is no situation where salary increases but income does not increase.

In fact, many cadres, civil servants, public employees, etc. have recently received a new basic salary, which is higher than the old basic salary, but their income has not increased. In fact, many people's income is even lower than before the salary increase.

This makes officials, civil servants and public employees somewhat less enthusiastic about the proposed salary increase because they think that the salary increase is nominal but their income is cut.

According to delegate Tran Van Lam (Bac Ninh), the decision to increase the basic salary will have a huge impact on salary earners and also on society. Therefore, we need to research and consider to ensure the harmony between relationships and interactions. This is a huge challenge, requiring caution and step-by-step solutions in the overall related plans.

However, in the current context, when we implement the 2-level local government model, the workload at the commune level is very large, which means that the commune cadre team must also undertake and handle more work than before, requiring the commune cadre team to improve their qualifications and sense of responsibility to meet the requirements of the tasks in the new situation.

"If we cannot immediately implement the basic salary increase adjustment in January 2026 as proposed, we should consider selecting and prioritizing subjects for appropriate salary adjustment, especially the current team of commune cadres. We need to create all necessary conditions for this team to feel secure in serving at the best level," delegate Tran Van Lam expressed his opinion./.
