Draft documents of the 14th Party Congress: Proposing a breakthrough mechanism to raise the level of "agriculture, rural areas"

With a sense of responsibility and enthusiasm, cadres, party members and farmers of Quang Ninh province actively researched and contributed ideas to the draft documents of the 14th National Party Congress.

Opinions from the grassroots focus on recommending strategic breakthrough solutions for the "three rural" areas ( agriculture , farmers, rural areas) to build a modern, ecological, green and sustainable agriculture, while affirming the people's belief and aspirations in the Party's leadership in the new era.

Specific mechanisms for agriculture

One of the breakthrough recommendations proposed by many farmers in Mong Cai 2 ward is the establishment of an independent agency with specialized functions, operating as a comprehensive "consultation station" for farmers and cooperatives.

This agency provides legal advice, applied science and technology in production and business, and breed advice. In particular, this unit must be able to forecast domestic and foreign market demand effectively, thereby orienting livestock and crops suitable for each region in short, medium and long term time frames.

Services such as soil quality testing, soil composition and suitable crop recommendations should be provided free of charge to provide maximum support to producers, along with the development of easy-to-use apps (mobile applications) so that farmers can promptly interact and access digital knowledge.

Many opinions suggested that there should be greater unity in applying the policy of land accumulation and conversion of agricultural land use purposes. Party member Nguyen Thi Toan, member of the Executive Committee of the Farmers' Association of Mong Cai 2 Ward and Mr. Hoang Minh Dong, Chairman of the Farmers' Association of Mong Cai 1 Ward both emphasized the need to protect and limit the conversion of rice-growing land to ensure national food security; at the same time, consider flexibly converting cropland interspersed with residential areas to residential land or community land to create favorable conditions for people's livelihoods.

Affirming the strategic role of "three agriculture"

Ms. Le Phuong Thao, Vice President of the Farmers' Association of Quang Ninh province, affirmed the significance of the work of collecting opinions on draft documents. She said that collecting opinions from National Assembly deputies, the Fatherland Front, socio-political organizations, mass organizations, cadres, party members and the people aims to gather and promote the people's intelligence and mastery to contribute to the Party in formulating important guidelines, policies and decisions of the country, contributing to improving the quality of draft documents submitted to the 14th National Party Congress, consolidating and fostering people's trust in the Party, making the Party's ideas consistent with the people's wishes.

Regarding the development orientation content, Ms. Thao summarized and emphasized the consensus opinions on the strategic role of agriculture, farmers, and rural areas in the country's sustainable development.

Recommendations prioritize the development of ecological agriculture, high-tech agriculture, digital agriculture and green agriculture. This transformation not only aims to improve productivity and product quality but must also be associated with environmental protection.

The proposals focus on the need to build an advanced new rural model, along with policies on restructuring crops and livestock and practical price subsidies to thoroughly resolve the situation of "good harvest, low price."

Ms. Thao also affirmed that it is necessary to continue to further enhance the role of the Farmers' Association in representing and protecting the legitimate rights and interests of its members, ensuring that the Association is truly a solid bridge between the Party, the State and farmers.

In order for farmers to develop production, they need synchronous support in terms of capital and skills. Mr. Tran Hong Khiet, Director of the Transaction Office of the Social Policy Bank in Mong Cai region, suggested that the government and the Farmers' Association need to give their opinions to get more attention on policies and capital sources, have new mechanisms to expand the target group and increase preferential loans, creating motivation for rural development.

Ms. Nguyen Thi Mai, representative of the Farmers' Association of Mong Cai 3 Ward, and other delegates especially emphasized the need to strengthen administrative reform at the commune and ward levels, and resolutely fight against bureaucracy and harassment in handling procedures for the people.

Opinions also suggested promoting human resource development through training, fostering, implementing "popular digital literacy" and fostering high-quality human resources for cooperatives, helping farmers master science and technology, and strive to become rich legitimately.

The suggestions stemming from the production and life practices of cadres, party members and farmers of Quang Ninh province are valuable contributions, contributing to the completion of the draft documents of the 14th National Party Congress, creating high unity to successfully implement the Congress Resolution./.
