In any organization, discipline always plays a key role in maintaining solidarity, unity of will and action. For our Party, discipline and order are not simply about complying with principles, but thanks to discipline and order, our Party can maintain consistent leadership, protect the purity and strength of the Party, and strengthen the people's trust in the Party's leadership. In the current context, when the whole Party is promoting the work of Party building and rectification and preventing degradation, "self-evolution" and "self-transformation", the promotion of discipline and order is becoming more urgent and a vital factor for the Party's leadership and governing role. Preventing and fighting corruption is a requirement of the Party, the State and the People. To develop quickly and sustainably, we must do it persistently, continuously and methodically. "Continuously, without rest, no forbidden zones, no exceptions" demonstrates a very high determination in cleaning up the apparatus and building a strong Party organization. From that motto, many numbers have "spoken".

On October 20, 2025, Chief Justice of the Supreme People's Court Le Minh Tri reported at the 10th Session of the 15th National Assembly : During the term of the 15th National Assembly , 2,751,104 cases were accepted, and 2,686,104 cases were resolved. In 2025 alone, the courts accepted 683,341 cases, and resolved and tried 618,341 cases.

The work of recovering lost and misappropriated assets in corruption and economic cases has been focused on and achieved results. The decision to execute criminal sentences has been made within the time limit prescribed by law, reaching a rate of 99.95%.

Also at the meeting, the Chief Justice of the Supreme People's Procuracy, Nguyen Huy Tien, informed: During the 2021-2026 term, the industry has coordinated to strictly handle 18,980 cases/41,142 defendants for economic and corruption crimes, including many cases under the supervision and direction of the Central Steering Committee on Anti-Corruption, Wastefulness, and Negativity: Rescue Flight Case, Viet A, cases occurring at the Registry Department, Van Thinh Phat, Tan Hoang Minh, Xuyen Viet Oil, Phuc Son Group, Thuan An Group...; presided over the development of a Resolution to pilot the early handling of evidence, assets and joint circulars...; applied security measures to recover more than 74,769 billion VND.

From the above "telling" figures, it can be seen that the important content of continuing to promote the building and rectification of a clean and strong Party in all aspects is "Resolutely and persistently promoting the fight to prevent and repel corruption, waste and negativity". What needs to be done is for every cadre, party member and person to be imbued with the fact that corruption, waste and negativity are the "mortal" enemies of our nation, our Party and our people. This is a dangerous enemy that has caused us to fall into poverty and backwardness. Therefore, we must "put the interests of the nation and people first and foremost" in this struggle.

2025 is a pivotal year: streamlining the organization, tightening discipline, opening up transparency, promoting effective action. Because discipline is key. Trust is the goal. Prevention is fundamental. Punishment is deterrence. Discipline and order are not only organizational principles, but also the "backbone" of the Party. In the preparation and implementation phase of the 14th National Congress - an event of strategic importance for the future of the country - taking discipline as the foundation in the entire Party is the key factor, deciding success or failure.

Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, Deputy Head of the Central Steering Committee 35, emphasized at the Conference: 2025 is a year with many major events and anniversaries, requiring the work of protecting the Party's ideological foundation to create a unified awareness throughout the Party and society. To effectively 'build to fight', it is necessary to rely on new policies and strictly organize their implementation. In addition, it is necessary to spread positive information, promote the right and the beautiful; strongly handle violations, wrongful and hostile manifestations in the spirit: The good must be organized to prevail; the bad must be isolated and have their space narrowed.

Therefore, what needs to be done is to institutionalize personal responsibility: Control power, sensitive decisions must go through a digitalization process, be tracked, and made public; Data transparency: publish criteria, deadlines, and costs; people and businesses can track records by code, compare each processing step; Mandatory cross-checking at risk stages (land, investment, bidding, etc.), and trace responsibility; Build a culture of honor: set an example from the leader, honor honest collectives/individuals; do not promote dishonorable people.

The foundation of all success is Party discipline and exemplary political culture. History has proven that if we build and rectify strictly, the Party will be strong, the people will trust us, and the country will develop; if we loosen up, trust will decline and the organization will weaken. Therefore, self-renewal must be closely linked to rectification, taking place regularly, persistently, resolutely but humanely. The focus is on prevention: educating revolutionary ideals and ethics; controlling power through mechanisms; being public and transparent for people to monitor; rewarding people of integrity, protecting those who dare to fight.

The responsibility to set an example belongs to all cadres, first of all the leaders, according to the motto "above first, below last; inside first, outside last". Taking example to sustainably motivate, multiply trust, create "immunity" against corruption and negativity. Therefore, it is necessary to look back and have an approach from the root, from the nature to solve corruption: we must "go straight to the nature" if we want to eradicate corruption. "The solution is '4 no's': cannot, dare not, do not need, do not want corruption." When the four layers of mechanisms operate synchronously, corruption is tightened from the source, "prevention is better than cure", reducing social costs, strengthening people's trust.
