
During the visit, the two sides agreed to elevate the Vietnam-UK relationship to a Comprehensive Strategic Partnership, marking an important milestone in the strong and long-term partnership between the two countries, with a shared vision for a peaceful , prosperous and sustainable future.
General Secretary To Lam's official visit to the UK takes place in the context of the positive development of the Vietnam-UK friendship and cooperation over the past 50 years since the two countries established diplomatic relations in 1973, with important milestones: the 2010 Joint Statement on upgrading bilateral relations to a Strategic Partnership, the 2020 Joint Statement on 10-year orientation to continue deepening the Strategic Partnership. On the basis of trust and positive cooperation results, on the occasion of General Secretary To Lam's official visit, the two sides issued a Joint Statement on upgrading the Vietnam-UK relationship to a Comprehensive Strategic Partnership.
During the visit, British leaders and people warmly welcomed General Secretary To Lam and his wife Ngo Phuong Ly and the high-ranking Vietnamese delegation. General Secretary To Lam held talks with British Prime Minister Keir Starmer; met with the Speaker of the House of Commons, the President of the Senate; received representatives of the Royal Family, the Duke of Richmond, the General Secretary of the Communist Party, leaders of the Conservative Party, the British Parliamentary Friendship Group with Vietnam; attended the High-Level Economic Conference, the Vietnam-UK Business Forum; delivered policy speeches at Oxford University; received leaders of several corporations and financial institutions; and exchanged views with experts and strategists on technology and artificial intelligence (AI).
During the talks, meetings and exchanges, General Secretary To Lam and British leaders emphasized that both sides attach importance to the traditional friendship and comprehensive cooperation between Vietnam and the UK, and wish to continue promoting sustainable and long-term strategic cooperation for the common interests of the two peoples, sharing and supporting each other at international and regional forums. Vietnam affirmed its respect for the role and position of the UK and considered the UK a leading important partner in Europe. The UK also emphasized that it considers Vietnam one of the leading important partners in Southeast Asia and the Asia-Pacific region.
Agreeing that Vietnam and the UK still have great potential to expand cooperation in the new period, the two sides agreed to elevate the bilateral relationship, set out major orientations to consolidate traditional friendship, strengthen extensive cooperation, for the long-term interests of the two peoples, for the common goal of peace, social progress and sustainable development. The Joint Statement on upgrading the Vietnam-UK relationship to Comprehensive Strategic Partnership clearly stated six main pillars of cooperation in the new period, with a new stature of the bilateral relationship, including: Strengthening political, diplomatic, defense and security cooperation; strengthening economic, trade, investment and financial cooperation; strengthening cooperation in science and technology, innovation, digital transformation and health; strengthening cooperation in environment, energy and green transformation; strengthening cooperation in education, culture, sports, tourism, people-to-people exchange, equal rights and other fields and strengthening coordination on regional and international issues.
During the official visit of General Secretary To Lam, the two sides also signed a cooperation agreement on migration and a series of agreements in the fields of economics, green finance, education and training, healthcare, clean energy, renewable energy, local cooperation, etc. The leaders of the two countries issued a Joint Statement on upgrading the Vietnam-UK relationship to a Comprehensive Strategic Partnership, along with a series of signed cooperation agreements, creating a solid foundation for implementing the new strategic partnership framework, deepening the traditional friendship and comprehensive cooperation between the two countries. This is an outstanding success in the official visit to the United Kingdom of Great Britain and Northern Ireland by General Secretary To Lam and his wife along with the high-ranking Vietnamese delegation.
Over half a century since the establishment of diplomatic relations and 15 years of implementing the Strategic Partnership framework, Vietnam and the UK have built a strong and sustainable partnership, based on mutual respect, mutual benefit and a shared vision of peace, cooperation and development. With the recently established Comprehensive Strategic Partnership framework, the Vietnam-UK relationship has entered a new phase, with the stature and position of a long-term strategic partnership, meeting the aspirations and interests of the people of the two countries, continuing to contribute to peace, stability, cooperation, sustainable development and common prosperity.
