"Support" people in landslide areas
As of October 31, traces of the great flood were still imprinted on the walls of many households in the mountainous areas of Nam Dong and A Luoi. However, many households were isolated due to landslides, and transportation routes to the central area were still not convenient due to traffic barriers.
“The infrastructure landslide in Khe Tre is very serious,” Mr. Duong Thanh Phuoc, Chairman of Khe Tre Commune People’s Committee told us when giving initial information about the damage after the flood in the area. In Khe Tre Commune (formerly Nam Dong District), about 400 households were isolated in K4, Thanh An, Phu Mau, and Phu Hoa villages during the recent flood. Up to now, the daily life of the people has returned to normal, and the local government is repairing the infrastructure to clear the route and provide food and clean water.
Ms. Tran Thi Xuan, a resident of Phu Hoa village, said: Having lived in Nam Dong for many years, I have never seen such heavy rain. In just a few days, the Khe Tre River water rushed and destroyed my family's kitchen. Then, the Leno Bridge in Phu Hoa also collapsed, the bridge pier was washed away, and in the first days, we were almost completely isolated due to the paralyzed traffic system. Fortunately, thanks to the initiative of the local government, food storage, and timely support, after the flood, the lives of the villagers quickly stabilized again.
Mr. Duong Thanh Phuoc said that in the first days, nearly 400 households in the area were isolated due to landslides, traffic routes and flooding. The commune has implemented a plan to support people to evacuate to safe places, transport food and drinking water to the people. Up to now, the isolation after the flood has been basically reconnected, but people still face countless difficulties after the flood, so the commune continues to support people with necessities and clean water.
In Thanh An and Ka Tu villages, a grocery store has been set up so that people who have difficulty getting to the center can come and buy. Phu Mau village, which has been isolated for a longer period, is provided with rice and instant noodles during the rainy and flood days. In Thanh An and Ka Tu villages, which are areas with difficulty in clean water after the flood, the commune has coordinated with the water supply company to transport mobile water tanks to the collection point so that people can easily transport them home for use.

In the communes along National Highway 49 and Ho Chi Minh Road through the A Luoi area, many landslides and traffic jams are still occurring, with the potential for further damage, making it difficult for people to travel to the center. On the morning of October 31, the People's Committee of A Luoi 1 commune mobilized military forces, commune police, and many excavators and bulldozers to level and level the road leading to Par Ay village. On the evening of October 30, due to heavy rain, the road leading to this village collapsed with about 500m3 of rock and soil flowing onto the road, isolating about 130 households in the village.
Mr. Nguyen Van Hai, Chairman of the People's Committee of A Luoi 1 Commune, said that the infrastructure repair work is still actively being implemented. To help people stabilize their lives soon, in addition to reopening the roads, the commune sent officials to villages to grasp the situation, support food for people in isolated areas, and mobilize forces in the commune and village to work with people to clean up the village roads and alleys, overcome the consequences of floods, and support the elderly and those with disabilities to clean up their houses after the floods.
Need to rebuild infrastructure
After the flood, the authorities of the mountainous communes of Nam Dong and A Luoi are actively supporting people to overcome the consequences and stabilize their lives soon. However, in the long term, the efforts of the local authorities are only the first step due to limited resources. To stabilize people's lives, ensure production, and develop the economy of the mountainous localities in the future, support from higher levels is needed to rebuild the infrastructure system in the area.

According to the report of Khe Tre Commune People's Committee, currently along the banks of Ta Trach River there is a serious landslide, on average 20-30m, some places the landslide is 40m deep, many sections are close to people's houses; some main river sections and branches along Provincial Road 14B have been eroded, encroaching on traffic roads, in some places up to 2m and some areas along streams along rivers in the commune. In addition, landslides have damaged to varying degrees 4 main bridges in the commune.
The authorities are reviewing and counting areas at risk of landslides and flash floods that need urgent relocation to arrange resettlement in the area to stabilize people's lives in the long term. According to preliminary inspections, there are about 27 households in need of resettlement, including 6 households in the waterfall area, 19 households in village 1 at risk of landslides on Khe Tre hill and 2 households in Phu Hoa and Phu Nam villages that have lost part of their houses along the Khe Tre river. The People's Committee of Khe Tre commune also proposed that the city invest in building a gateway traffic route to Nam Dong district (old). Due to heavy rain and floods, Highway 14B, the gateway to Khe Tre commune, runs along the banks of the Ta Trach river, with some serious landslides such as at Km20+900. In the long term, it is necessary to invest in this route to ensure traffic and overcome landslides. It is known that this project was decided to be invested in 2024 by the Provincial People's Committee (now the city) and is still waiting for implementation.

Mr. Duong Thanh Phuoc said that the amount of water flowing from the La Son - Tuy Loan highway through Khe Tre commune to residential areas along the route when it rains is very large, he suggested that the City People's Committee pay attention to recommending the Ministry of Construction and the Ho Chi Minh Road Management Board to study and survey to invest in drainage lines to collect water from the highway leading to Ta Trach river, ensuring to limit soil erosion and avoid local flooding of residential areas in the commune.
In the areas where the bridge foundations, abutments and access roads have been eroded, it is recommended that the City People's Committee direct the Department of Construction to pay attention to studying and assessing the current status of the above bridges to find solutions to ensure traffic and construction safety. At the same time, support funding to reinforce underground overflow locations, repair and upgrade drainage culverts and the system of roads leading to production areas such as people's roads.
