"Providing support" for people in landslide-prone areas.
As of October 31st, the scars of the major flood were still visible on the walls of many houses in the mountainous areas of Nam Dong and A Luoi districts. However, many households remained isolated due to landslides, and transportation links to the central areas were still difficult.
“The damage to infrastructure in Khe Tre is very serious,” Mr. Duong Thanh Phuoc, Chairman of the People's Committee of Khe Tre commune, told us when providing initial information on the damage after the floods in the area. In Khe Tre commune (formerly Nam Dong district), about 400 households were isolated in K4, Thanh An, Phu Mau, and Phu Hoa villages during the recent floods. Now, daily life has returned to normal, and the local authorities are working to repair the infrastructure to restore roads and provide food and clean water.
Ms. Tran Thi Xuan, a resident of Phu Hoa village, said: "Having lived in Nam Dong for many years, I've never seen such heavy rainfall. In just a few days, the raging Khe Tre River swept away our family's kitchen. Then the Leno and Phu Hoa bridges also collapsed, with the bridge abutments washed away. In the first few days, we were almost completely isolated due to the paralyzed transportation system. Fortunately, thanks to the proactive efforts of the local government, stockpiling food, and providing timely assistance, the lives of the villagers quickly returned to normal after the flood."
Mr. Duong Thanh Phuoc said that in the early days, nearly 400 households in the area were isolated due to landslides, disrupted transportation routes, and flooding. The commune implemented a plan to assist people in relocating to safe areas and transporting food and drinking water to support them. To date, the post-flood isolation has been largely restored, but people still face numerous difficulties, so the commune continues to provide them with essential supplies and clean water.
In Thanh An village, Ka Tu commune has set up essential goods stores so that residents who have difficulty traveling to the center can buy supplies. Phu Mau village, which has been isolated for longer periods, has been provided with rice and instant noodles during the rainy season. Specifically for village 3 in Thanh An, Ka Tu – an area facing difficulties with clean water after the floods – the commune has coordinated with the water supply company to transport water in mobile containers to collection points so that residents can easily carry it home for use.

In the communes along National Highway 49 and the Ho Chi Minh Highway in the A Luoi area, numerous landslides and road blockages are still occurring, posing a potential risk of further damage and making travel to the center difficult for residents. On the morning of October 31st, the People's Committee of A Luoi 1 commune mobilized military and police forces, along with excavators and bulldozers, to clear and level the road leading to Par Ay village. On the evening of October 30th, due to heavy rain, the road to this village was affected by a landslide, with approximately 500 cubic meters of soil and rocks spilling onto the road, isolating about 130 households in the village.
Mr. Nguyen Van Hai, Chairman of the People's Committee of A Luoi 1 commune, said that infrastructure restoration work is still being actively implemented. To help people stabilize their lives as soon as possible, in addition to reopening roads, the commune has sent officials to villages to assess the situation, provide food and supplies to people in isolated areas, and mobilize forces from the commune and villages to clean up village roads and alleys, overcome the consequences of the floods, and assist the elderly and those unable to work in cleaning up their houses after the flood.
Infrastructure needs to be rebuilt.
Following the floods, the authorities in the mountainous communes of Nam Dong and A Luoi districts are actively supporting residents in overcoming the consequences and stabilizing their lives as soon as possible. However, in the long term, the efforts of the local authorities are only the first step due to limited resources. To stabilize people's lives, ensure production, and develop the economy of these mountainous areas in the future, support from higher levels is needed to rebuild the infrastructure in the region.

According to a report from the People's Committee of Khe Tre commune, serious erosion is currently occurring along the banks of the Ta Trach River, averaging 20-30 meters in width, with some areas experiencing erosion up to 40 meters deep, and many sections reaching close to people's houses. Several sections of the main and tributary rivers along Provincial Road 14B have been eroded, encroaching on the roads, in some places up to 2 meters, and some areas along the streams in the commune have also been affected. In addition, erosion has damaged four main bridges in the commune to varying degrees.
The authorities are reviewing and compiling statistics on areas at risk of landslides and flash floods that require urgent relocation to arrange resettlement within the area to ensure long-term stability for the people's lives. Preliminary checks show that approximately 27 households need resettlement, including 6 households in the landslide-prone area, 19 households in Hamlet 1 at risk of landslides on Khe Tre hill, and 2 households in Phu Hoa and Phu Nam hamlets whose houses along the Khe Tre riverbank have been partially destroyed by landslides. The People's Committee of Khe Tre commune also proposed that the city invest in the construction of a gateway road to the former Nam Dong district. Due to heavy rains and floods, the 14B road section leading to Khe Tre commune, running along the Ta Trach riverbank, has serious landslides in some sections, such as at Km20+900. In the long term, investment in this road is necessary to ensure traffic flow and address landslides. It is known that this project was approved for investment by the Provincial People's Committee (now the City People's Committee) in 2024, but is still awaiting implementation.

Mr. Duong Thanh Phuoc stated that the amount of water flowing from the La Son - Tuy Loan expressway section near Khe Tre commune into residential areas along the route during rainfall is very large. He requested the City People's Committee to consider proposing to the Ministry of Construction and the Ho Chi Minh Highway Management Board to conduct a survey and invest in drainage systems to collect water from the expressway and channel it to the Ta Trach River, ensuring the reduction of soil erosion and preventing localized flooding in residential areas within the commune.
In areas where bridge foundations, abutments, and approach roads have been eroded, we request that the City People's Committee direct the Department of Construction to study and assess the current condition of these bridges in order to find solutions to ensure traffic flow and structural safety. Simultaneously, we request financial support for reinforcing culverts, repairing and raising drainage culverts, and improving access roads to production areas, such as those used by local residents.
