Nghe An proactively responds to heavy rain, flash floods and landslides

The Nghe An Province Civil Defense Command has just issued a dispatch to localities and units on proactively responding to heavy rain, floods, inundation, flash floods, and landslides.

According to the forecast from the Nghe An Province Hydrometeorological Station, from the night of October 30 to November 1, Nghe An province will have moderate rain, heavy rain, and very heavy rain and thunderstorms in some places. Rainfall in the North is generally 70 - 150mm, in some places over 200mm such as Hoang Mai, Tay Hieu, Nghia Dan, Que Phong, Quy Chau; in the South it is generally 100-200mm, in some places over 250mm such as Truong Vinh, Cua Lo, Hung Nguyen, Kim Lien.

To proactively respond to heavy rains, floods, landslides, flash floods, and inundation in low-lying areas, urban and industrial areas. The Provincial Civil Defense Command (PTDS) requests the People's Committees of wards and communes; relevant agencies and units to implement the following contents:

Closely monitor forecasts and warnings of heavy rain, risks of floods, inundation, flash floods, landslides and provide timely and complete information to local authorities and people to proactively prevent and urgently overcome the consequences of recent natural disasters.

Deploy shock troops to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of floods, inundation, flash floods, and landslides. Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides.

Arrange forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; arrange forces, materials and vehicles to handle incidents and ensure smooth traffic on main traffic routes when heavy rain occurs.

Inspect, review, and deploy measures to ensure the safety of key works and works under construction, especially dike systems and reservoirs that have had incidents in the past. Absolutely do not allow water to be stored in reservoirs that are at risk of being unsafe.

Actively operate and regulate inter-lake and single reservoirs for irrigation and hydropower to ensure flood prevention capacity for downstream areas. Maintain forces, means and materials ready to handle possible situations.

Prepare forces, means, equipment, and necessities according to the "4 on-the-spot" motto to be ready to respond to all situations, especially in areas at risk of being isolated.

Nghe An Newspaper, Radio, Television and other media agencies should increase information about rain and flood developments to authorities and people to proactively prevent them.

Organize serious on-duty shifts and regularly report to the Provincial Civil Defense Command.
