
Seeing General Secretary To Lam and his wife and the high-ranking Vietnamese delegation off at the airport, on the side of the United Kingdom of Great Britain and Northern Ireland were Deputy Minister of Foreign Affairs Seema Malhotra; Ambassador of the United Kingdom of Great Britain and Northern Ireland to Vietnam Iain Frew; and representative of the Protocol Department of the Ministry of Foreign Affairs Stephen Walton.
On the Vietnamese side, there were Vietnamese Ambassador to the United Kingdom of Great Britain and Northern Ireland Do Minh Hung and his wife; officers and staff of the Vietnamese Embassy in the United Kingdom of Great Britain and Northern Ireland.
During the visit, General Secretary To Lam held talks with Prime Minister Keir Starmer; received the leader of the Communist Party of Great Britain; met the President of the House of Lords of the UK; met the All-Party Parliamentary Group supporting Vietnam in the British Parliament ; met the Speaker of the House of Commons; received former British Prime Minister Tony Blair; and visited the tomb of proletarian leader Karl Marx.

Also during the visit, General Secretary To Lam attended a discussion with UK and international technology experts on artificial intelligence (AI) and semiconductor chips; attended the Vietnam-UK Business Forum; attended the Vietnam-UK High-Level Economic Conference; met with officials and staff of the Embassy and representatives of the Vietnamese community in the UK; delivered a policy speech at Oxford University; witnessed the handover ceremony of cooperation documents between the two countries...
During the official visit, the two leaders agreed to upgrade the bilateral relationship to a Comprehensive Strategic Partnership, thereby strengthening cooperation on six main pillars: enhancing political, diplomatic, defense and security cooperation; enhancing economic, trade, investment and financial cooperation; enhancing cooperation in science and technology, innovation, digital transformation, and healthcare; cooperation in environment, energy and green transformation; enhancing cooperation in education, culture, sports, tourism, people-to-people exchange, equal rights and other fields; and enhancing coordination on regional and international issues.
In the Joint Statement, the two sides agreed to increase delegation exchanges and cooperation between agencies and specialized committees of the two countries' National Assemblies, friendship groups of parliamentarians, female parliamentarians, and young parliamentarians; increase sharing of experience in legislative supervision and the work of the National Assembly; promote supervision and coordination in supervising the implementation of bilateral cooperation agreements and treaties signed between the two countries; increase consultation, sharing of views and coordination at multilateral parliamentary forums in which both sides participate.

The two sides agreed to strengthen cooperation in developing centers, including Vietnam International Financial Centers in Ho Chi Minh City and Da Nang, through the Vietnam-UK International Financial Center Partnership framework.
The initiative will leverage the UK’s experience as a global financial centre and green capital markets hub, and deepen economic cooperation between the two countries in the financial and professional services sectors.
Vietnam and the UK agreed to strengthen cooperation through mobilizing green finance to promote green, low-emission growth; and coordinate the sharing of expertise and the deployment of green finance instruments in Vietnam.
The two sides agreed to effectively implement the Memorandum of Understanding on cooperation in the fields of science, technology and innovation by 2025 to enhance cooperation in the fields of healthcare, green growth and breakthrough technology; promote knowledge and experience sharing, training high-quality human resources, and promote research and technology commercialization through cooperation projects between research institutes, universities, state agencies and enterprises of the two sides.

The two sides agreed to establish a Vietnam-UK Clean Energy Partnership between the Vietnamese Ministry of Industry and Trade and relevant UK agencies to accelerate the transition to low-carbon and resilient economies in both countries…
The UK affirmed that it will continue to support Vietnam in promoting English teaching and training, aiming to make English the second language in Vietnamese schools by 2035 and enhance talent development through cooperation between Vietnamese educational institutions, training establishments and schools.
The two sides pledged to maintain and promote global peace, stability, security and prosperity in accordance with the United Nations Charter and international law, and shared a common vision of a just international order based on international law, respecting independence, sovereignty and territorial integrity.
The official visit of General Secretary To Lam and his wife along with the high-ranking Vietnamese delegation to the United Kingdom of Great Britain and Northern Ireland this time took place on the occasion of the 15th anniversary of the establishment of the Vietnam-United Kingdom of Great Britain and Northern Ireland Strategic Partnership (2010-2025), an important milestone for the two countries to look back on the past cooperation journey, evaluate the outstanding achievements, and at the same time set out a new vision and development orientation for bilateral relations in the coming period.
