Da Nang : Encroaching on the sea to build the new Thuan Phuoc urban area of nearly 100 hectares but left abandoned for many years

Thuan Phuoc New Urban Area in Da Nang City has a total estimated investment of 11.5 billion VND on 97 hectares of reclaimed land that has been abandoned for many years and overgrown with grass.

Thuan Phuoc - Da Nang New Urban Area Project (commercial name is Kim Long Ocean Thuan Phuoc) in Nai Hien Dong and Tho Quang wards, Son Tra district, Da Nang city is invested by Thuan Phuoc Bay Urban Investment Joint Stock Company.
The project covers an area of over 97 hectares in Nai Hien Dong ward and Tho Quang ward (Son Tra district) right at the foot of Thuan Phuoc bridge. It has a scale of about 1,880 townhouses, about 212 villas, 2 apartment buildings with a maximum construction height of 29 floors above ground and 5 basements.
In addition, there is a 6-star luxury hotel project and 5 high-rise commercial service complexes. The total investment capital of the project is nearly 11,500 billion VND. Of which, the investor's capital contribution is 1,800 billion VND, and the capital mobilized from credit institutions is nearly 9,700 billion VND.
According to the reporter, this project is located on Da Nang Bay, next to Thuan Phuoc Bridge and is still in a "shelved" state, not yet under construction, the entrance is always closed.
Inside, due to being abandoned for many years, the place is overgrown with grass.
The project is surrounded by barbed wire fence.
Although land was allocated a long time ago, investment was slow, causing waste of land resources, creating "black spots" in terms of security, order, and environmental sanitation.
Recently, Thuan Phuoc Bay Urban Investment Joint Stock Company has reported on the environmental impact assessment of the Thuan Phuoc New Urban Area project - Da Nang.
According to the information announced, in 2010, the Urban, Commercial and Tourism Area project in the North of Man Quang Bay was approved by Da Nang City for a detailed construction master plan of 1/500 with the investor being Thuan Phuoc Bay Urban Investment Joint Stock Company.
In 2017, the People's Committee of Da Nang City approved the general plan to adjust the detailed construction planning, accordingly changing the project name from "Urban, Commercial and Tourism Area North of Man Quang Bay" to "Thuan Phuoc New Urban Area - Da Nang".
On December 29, 2023, the People's Committee of Da Nang City issued a decision approving the first adjustment of the investment policy and at the same time approving the investor. In particular, the project aims to invest in building an urban area for sale or lease/lease-purchase, transfer/lease land use rights in accordance with regulations.
According to the investor's report, the project implementation progress consists of two phases. Phase one, from the third quarter of 2024 to the first quarter of 2026, will complete legal procedures to implement construction and implement the embankment project to respond to climate change. Phase two, from the first quarter of 2028 to the third quarter of 2030, will implement technical infrastructure (urban areas), villa housing projects, townhouses, thematic parks, high-rise residential areas, and commercial service and hotel projects.
