Technology business leaders propose removing 'barriers' when implementing Resolution 68

Within the framework of a thematic discussion recently organized by the President Club, more than 30 business leaders, economic experts, and lawyers discussed the formation process, core spirit, and practical requirements in implementing Resolution No. 68-NQ/TW of the Politburo on private economic development.

Mr. Nguyen Trung Chinh, Chairman of the Board of Directors/Executive Chairman of CMC Technology Group affirmed: “Resolution 68 is a breakthrough in ideology, when for the first time the private economic sector is established as the most important driving force. If implemented in the right direction, most of the bottlenecks will be removed”.

Mr. Nguyen Trung Chinh, who directly participated in the Resolution's editorial team, shared: "The intensity of discussion to complete the draft Resolution is urgent. Just two days after signing and promulgating, the working groups met with the National Assembly Office to prepare for the Resolution's implementation, expected to be presented on May 18. If on schedule, the announcement ceremony can be held on May 19, the anniversary of President Ho Chi Minh's birthday."

According to Dr. Vo Tri Thanh, Director of the Institute for Brand and Competitiveness Strategy (BCSI), this is a major shift from the concept of the private sector as “a part” to a central position in development strategy.

Many entrepreneurs at the seminar shared specific difficulties in implementing the Resolution. Mr. Nguyen Hoa Binh , Chairman of NextTech, stated: “Since 2008, leaders have been open to licensing e-wallet testing, but by 2015, the strict thinking made the sandbox take 8 years to issue. When it was issued, the regulation required the general director to have experience working in the banking industry, eliminating those with innovative thinking outside the industry...”.

According to Mr. Nguyen Trong Phi, Chairman of Giovanni Group, for example, an investment permit application took 4 years just because the project was not located in an industrial park and had to obtain 17 signatures from the Provincial People's Committee to be allocated land. These procedures not only caused delays, but also put businesses at risk of having their projects "suspended" indefinitely...

Lawyer Bui Van Thanh added: “A business spent a whole year just to get permission to print packaging because it was classified as a ‘publishing activity’. This reality shows the obsolescence of the legal system. Therefore, it is necessary to develop a transparent national portal on investment opportunities."

Representatives of many businesses also said that the Government should allocate budget to buy Vietnamese software to provide free of charge to new businesses under 3 years old, in order to create conditions to put tools into the hands of businesses and research and develop practical laws, limiting the responsibility to be pushed down to decrees and circulars...
