
Reporting to the leaders of the Provincial People's Committee, Project Management Board 4 (Vietnam Road Administration) said that the project passes through Thang Binh, Hiep Duc and Phuoc Son districts. Up to now, the site clearance work of Phuoc Son has been completed.
The land area through Thang Binh has been handed over 15.5/17.4km (87.9% achieved). Hiep Duc has handed over 28.67/30.2km (95% achieved), but a 1.2km long section in Binh Lam commune, although handed over, cannot be constructed because there is no access road to the construction site.

Reporting on the current land acquisition and clearance problems of the project, Project Management Board 4 said that there are still many medium voltage power poles, lighting systems, clean water systems, and telecommunication lines that have not been relocated within the construction site.
In Thang Binh area alone, the construction scope of the railway overpass has 59 plots with approved plans, but only 54 plots have received money, 5 plots have not agreed to receive money (1 plot has been put into construction); the remaining 5 plots have not yet approved plans.

In the 5 plots that have not yet agreed to receive money, on the morning of June 11, Thang Binh District People's Committee held a meeting to enforce against 1 household. Outside the railway overpass (acquired land acquisition), the total number of households still stuck in the actual situation on the ground includes 98 households (94 households are submitting plans, 4 households have not submitted plans).

In Hiep Duc area, Binh Lam commune, there are 6 resettled households whose listing period has expired on May 10, 2025. Of these, 4 households have not agreed to the plan and the locality is continuing the dialogue; 2 households (Nguyen Lap, Nguyen Thi Ta) have agreed to the compensation plan. In addition, the construction process is still stuck with 2 graves that have not been relocated.
Que Tho commune still has 6 households; of which 2 households are not allowed to construct, 3 households have approved the plan but have not received the money, 1 household is outside the agreed support value line but is waiting for the locality to grant new residential land.
Tan Binh town is currently stuck with 34 households (15 households have approved but not received money, 2 households are in dispute and have not been inventoried...). Song Tra commune still has 12 households and 1 organization that have not approved the plan.

Through a field inspection in Thang Binh district, Vice Chairman of the Provincial People's Committee Tran Nam Hung directly talked with a number of households in Binh Quy commune within the scope of land acquisition and clearance for the construction of the railway overpass regarding land procedures; in Binh Tri commune regarding the determination of land origin, compensation, and support for land and architectural objects.
In response to the people's petition, the provincial People's Committee leaders acknowledged many valid opinions and requested Thang Binh district to inspect and resolve them within a specific time limit.

In Hiep Duc area, comrade Tran Nam Hung heard the district leaders report on problems related to site clearance, especially the 1.2km area that had been handed over but there was no access road for construction.
Agreeing with some local proposals, the provincial People's Committee leaders also requested the Standing Committee of the District Party Committee and the District People's Committee to get involved, divide groups into groups to go to residential areas for dialogue, and find solutions before this June.
