Ho Chi Minh City leaders are conducting a dialogue with Korean businesses.

Speaking at the opening of the dialogue, comrade Phan Van Mai - Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee said that the city always respects and appreciates foreign investors, including Korean investors. Although the city's leaders have made efforts to remove difficulties and obstacles, many problems still arise, some of which are still lingering. The regular meetings and discussions to resolve these issues in the past have been effectively carried out by the city's functional agencies.

At the dialogue, representatives of Korean associations and enterprises raised urgent issues such as on-site import and export, VAT refunds and certification.

Mr. Choi Bun Do - Chairman of the Korean Business Association in Central and Southern Vietnam (KOCHAM) said: Recently, the biggest concern of Korean textile and manufacturing enterprises is the difficulties in carrying out customs procedures related to the plan to amend the regulations on on-the-spot import and export. With the situation, there are many concerns about the issue of actual damage to enterprises in production and business activities such as the suspension of tax exemption incentives for cases that were previously eligible for tax incentives.

Mr. Nguyen Huu Nghiep - Deputy Director of Ho Chi Minh City Customs Department shared: Regarding on-site import and export, following the direction of the Government , the Department has repeatedly commented, businesses do not worry, if the production is outsourced, the finished products of this industry, customs will retain the content of on-site processing, so there is no need to worry too much. When Samsung imports for domestic consumption, but when finding a market to export, there must be declaration documents for customs to review and refund taxes. Currently, Samsung's tax refund is being considered by the Korean General Department. Regarding VAT refund when exporting goods, electronic customs clearance of goods is currently being implemented, so export declarations that are not declared correctly will not be passed and no tax refund will be made.

"Regarding the problem of re-appraising land prices for the new urban area project Nha Be Metrocity GS. GS E&C requests that Ho Chi Minh City soon complete the re-appraisal of land prices and guide investors to complete financial obligations within the land price range determined in 2014 so that the project can be implemented on schedule" - Mr. Cho Sung Yol - General Director of GS E&C in Vietnam presented.

Also in the dialogue, Mr. Roh Woong Ho - General Director of CJ Foods Vietnam Company said: Our company signed a contract to move into production at Hiep Phuoc Industrial Park in July 2017. According to the contract, the issuance of land use right certificates must be completed in 2019, but due to the delay in the expansion of the industrial park, the issuance of certificates was also delayed.

Mr. Kim Hui Chang - Samil Pharmaceutical Co., Ltd. said: The company submitted a VAT refund application to the Ho Chi Minh City Tax Department in February 2023. The Tax Department said that it was not eligible for a tax refund due to the lack of a copy of one of the licenses or certificates, or a document confirming or approving the conditional business line.

Mr. Nguyen Tien Dung - Deputy Director of the Ho Chi Minh City Tax Department shared in the dialogue: Samil Pharmaceutical Enterprise, pharmacy is a conditional business line, so even though it has a business investment certificate, according to regulations, one of the procedures to get a tax refund is to have a business line. Because tax refund procedures are mandatory procedures, if there is no paper, it will not be possible. For CJ Company, land procedures have not been granted, there is not enough paper, so tax refund is not possible.

Mr. Vo Cong Luc - Head of Land Management Department - Department of Natural Resources and Environment of Ho Chi Minh City said, CJ is related to the issue of valuation of Hiep Phuoc 2 Industrial Park, the Department is hiring a consulting unit, in August will resolve the rental issue, then will issue the certificate. As for Samil, the Department will review and respond to the enterprise in September.

Speaking at the dialogue, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai thanked the frank exchanges of opinions from Korean associations and businesses, and pointed out specific problems to help the city focus on solving them.

At the dialogue, the Ho Chi Minh City Trade and Investment Promotion Center also introduced projects calling for investment in the city in 2023, the City Department of Planning and Investment also introduced the orientation to attract and improve the investment environment in the city in the coming time. At the same time, the development cooperation orientation between Ho Chi Minh City and Korea in the two fields of Cultural Industry Development and Startups and Innovation was discussed.
