Lao Cai: Supervising the compliance with land laws of Loc Linh Company at the Steel Processing Factory project

Lao Cai Provincial People's Committee has just issued a Decision on reclaiming more than 101,000 m2 of land from BB CIM Holdings Iron and Steel Joint Stock Company (formerly Yen Bai Iron and Steel Joint Stock Company) to lease land to Loc Linh Steel Production and Trading Company Limited to implement the Loc Linh Steel Processing Factory Project in the Southern Industrial Park, Van Phu Ward.

According to the Decision of Lao Cai Provincial People's Committee, the area of ​​land to be recovered is 101,685.1 m2, previously leased by Yen Bai Provincial People's Committee (before the merger) to Yen Bai Iron and Steel Joint Stock Company in the Southern Industrial Park, Van Phu Commune, Yen Bai City. After the administrative boundary merger, this area belongs to Van Phu Ward, Lao Cai Province.

The land acquisition is carried out to transfer to Loc Linh Steel Production and Trading Company Limited for use, serving the implementation of the Loc Linh Steel Processing Factory project according to the investment policy approved by the Provincial Industrial Parks Management Board in Decision No. 89/QD-BQLCKCN dated August 20, 2024.

According to the Decision, Lao Cai Provincial People's Committee leases land to Loc Linh Company for a period of 50 years, from the date of the lease decision.
The form of lease is to pay annual land rent, with the lease method not through auction or bidding to select investors.

Land price for rent calculation will be determined according to the land price list at the time of rent calculation, ensuring compliance with current land law regulations.

The location, boundary and area of ​​the land are determined in the Cadastral Map Correction Survey No. 115-2025, scale 1:2000, conducted by the Lao Cai Provincial Land Registration Office and confirmed by the Lao Cai Provincial Department of Agriculture and Environment in July 2025.

Lao Cai Provincial People's Committee assigned the Department of Agriculture and Environment to preside over the handover of land in the field to Loc Linh Company, sign a land lease contract, and at the same time inspect and supervise land use to ensure proper purposes.

Direct the Lao Cai Provincial Land Registration Office to update and correct cadastral records and land database, and request BB CIM Holdings Company to hand over land use right certificate No. BM 968111 issued in 2013 to confirm changes according to regulations.

Lao Cai Provincial Tax Department is assigned to determine, notify and collect land rent; guide enterprises to carry out procedures for exemption, reduction, or deduction according to regulations.

Lao Cai Provincial Industrial Parks Management Board and Van Phu Ward People's Committee coordinate in land handover and supervision of land use activities of enterprises.

On the business side, Loc Linh Steel Trading and Production Company Limited is responsible for fulfilling its financial obligations, signing land lease contracts, using land within the correct boundaries and for the correct purposes, and at the same time fully complying with the laws on land and environmental protection.
