Ensuring standards, structure, and progress in organizing congresses of the Vietnam Fatherland Front at all levels.

On the afternoon of October 21, in Hanoi, Ms. Ha Thi Nga, member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front (VFF) chaired a meeting to give opinions on the content of the first Congress of Delegates of the Vietnam Fatherland Front of Lao Cai province, term 2025-2030.

Presenting the content related to the preparation for the organization of the 1st Congress of the Vietnam Fatherland Front in Lao Cai province, Ms. Giang Thi Dung, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee in Lao Cai province, said: By the end of September 27, all 99 communes and wards in the province had successfully organized the Congress, ensuring the standards, structure, and progress in accordance with the direction in Directive No. 48-CT/TW of the Secretariat and the directive of the Standing Committee of the Lao Cai Provincial Party Committee on leading the Congress of the Vietnam Fatherland Front and socio- political organizations at the commune and provincial levels for the 2025-2030 term. The Congress determined to continue to enhance the core political role of the Vietnam Fatherland Front, promote the strength of great national unity, and contribute to building Lao Cai province to develop in a green, harmonious, unique, and happy direction.

The political report sets out 13 annual targets for implementation, such as: 100% of residential areas build the model of "Self-governed residential area - solidarity - safety - happiness", organize the National Great Unity Day; 100% of Front Work Committees and residential areas carry out at least 1 practical project, model or task, serving the community associated with the task of local socio -economic development, improving the quality of people's lives.

The Provincial Fatherland Front Committee presides over the supervision of 5 or more contents; each provincial socio-political organization supervises 2 or more contents. The Provincial Fatherland Front Committee and socio-political organizations preside over 12 feedback conferences. The Commune Fatherland Front Committee and socio-political organizations preside over 7 or more contents; preside over 5 social feedback conferences. The Fatherland Front Committee and socio-political organizations at each level organize at least 2 dialogue conferences between union members and association members with Party committees and authorities at all levels...

Regarding the personnel structure presented to the Congress, the expected number of Committee members is 115, of which the percentage of Committee members who are ethnic minorities is 46.42%; the percentage of women is 29.46%; the percentage of non-Party members is 15.17%; the percentage of religious people is 4.46%. The Congress is expected to take place over 2 days, October 31 and November 1, 2025, with the participation of 380 official delegates and 185 invited delegates.

At the meeting, welcoming the Standing Committee of the Vietnam Fatherland Front Committee of Lao Cai province for actively and proactively deploying and preparing contents related to the Congress, Vice President of the Central Committee of the Vietnam Fatherland Front Ha Thi Nga also suggested that for the content of the political report, it is necessary to closely follow the direction of General Secretary To Lam at the 1st Congress of the Party Committee of the Vietnam Fatherland Front and Central organizations, term 2025-2030 to concretize and integrate into the content of the action programs of the term; research and supplement the content of implementing 2-level local government associated with the organization of the Vietnam Fatherland Front of the province after the arrangement and streamlining; characteristics, roles, and development trends of the people in the area.

Ms. Ha Thi Nga proposed to supplement the results, new points, advantages, and limitations in the implementation, coordination, and guidance of the Committee and the Standing Committee of the Vietnam Fatherland Front Committee at the provincial and communal levels for socio-political organizations and mass organizations assigned by the Party and State after the merger, and to reorganize the apparatus according to the 2-level local government model and propose a number of breakthrough solutions during the term.

Regarding the personnel plan to be presented at the Congress, the Standing Committee of the Vietnam Fatherland Front Committee of the province needs to closely follow the guiding documents from the Central Committee to ensure the criteria, structure, composition, and practical aspects of the Fatherland Front's work in the locality are met - Ms. Ha Thi Nga noted.
